A huge part of why the hobbits can resist the Ring's power so strongly is that they were not a part of Sauron's original conquest plans. The Dark Lord saw hobbits as lesser, and they were not a race he tried to convert with his corrupted power because he saw nothing exceptional or outstanding in them.
It explains in the LOTR somewhere, that the reason Biblbo was less affected by the ring's power is becasue he was a good person to begin with and he never used it for evil, or even power or control over others. He didn't wear it that often, he kept it on the mantel.

It is believed that the Dwarves' natural hardiness, and the fact that it was only the more powerful Dwarf lords who possessed them, made them resistant to Sauron's control.

So they likely wouldn't have been much use to Sauron other than being used as slave labor. Even if Rings of Power were given to Hobbits, they likely would've had little effect on them.

Why can't Gandalf touch the Ring of Power?
Though someone could start out with good intentions, the Ring would eventually corrupt them. And that is why Gandalf can't touch it. He is afraid that if he did, it would corrupt him and make him just as bad as Sauron since Sauron put so much of himself and his evil into the One Ring.
The series is set during the Second Age of Middle-earth. That alone would seem to rule out any possibility of Gandalf appearing in The Rings of Power. According to this history, Gandalf and his fellow wizards don't appear in Middle-earth until the Third Age, well after the events being chronicled in The Rings of Power.

During the events of The Lord of the Rings, Gollum is almost 600 years old. The One Ring has the power to extend the life of any mortal indefinitely. Gollum survived after losing the Ring because its effects on him lingered as long as the Ring existed in the world.
During his wanderings in Eriador, Gandalf met and befriended the isolated and secretive people of the Hobbits in their country, the Shire. During the Long Winter of TA 2758 Gandalf came to their aid. It was then when he witnessed and admired the pity and courage that the humble Hobbits reserved in their hearts.
Other than Frodo, Sam was probably the best member of the Fellowship to bear the Ring. Yet, it was still too much to handle. Judging by the Ring's quick impact on him, it's unlikely Sam would've been able to destroy it. It really goes to show just how terrible a burden the One Ring was.
Galadriel, one of the greatest Elves of Middle-earth, could resist the temptation of the One Ring because of her exceptional strength of will, wisdom, and awareness of the Ring's corrupting influence. Gollum also did not use the Ring a lot. It was too precious to him, and he did not see the need for it where he was in the darkness. That too might have saved Gollum from a worse fate. Though Gollum's story is definitely a tragic one, at least he was saved from being fully under Sauron's control like the Nazgûl.
Frodo inherited Bag End and Bilbo's ring. Gandalf, uncertain about the origin of the ring, warned Frodo to avoid using it and to keep it secret. Frodo kept it hidden for the next seventeen years, and it gave him the same longevity it had given Bilbo.
The whole reason why Gandalf got the dwarves and Bilbo on their mission to Erebor was because he feared an alliance between Sauron and Smaug. While it was unlikely that the dragon would serve Sauron, a collaboration was more than possible in Gandalf's mind (and his mind tended to be spot on).
Bilbo evades him and hides behind a massive pillar, still under the cloak of the ring. Smaug continues his search and claims that he is aware of the Ring in Bilbo's possession and that he sensed that Bilbo has something "made of gold, but far more precious," which in turn forces the Hobbit to remove the Ring.
Smaug's dragon-fine would not have been hot enough to destroy the One Ring. The malevolence that Sauron put inside of the Ring could only be destroyed in the Cracks of Doom, so Frodo was compelled to make the journey to Mordor.
Summary. Gandalf, as an Istari, was sent to Middle-earth to assist in the fight against Sauron, but he was forbidden from using his full power to interfere with the natural order. Saruman's downfall serves as a warning of the dangers of exceeding the limits placed on the Istari by the Valar.
