During a stop in the Bespin System, in the corridors of Cloud City, Threepio is blasted into pieces by an Imperial Stormtrooper. His shattered remains were the first clue to the Rebel fugitives that Cloud City was an Imperial trap.
During the ensuing battle, both of C-3PO's "bodies" were knocked out during the fighting. Fortunately for him, he was promptly reattached to his rightful body by R2-D2. Following the events on Geonosis, C-3PO and R2-D2 travelled to Naboo with Skywalker and Amidala for the two to be married in Naboo's Lake Country.
Following Padmé's death, C-3PO became the property of Bail Organa, who also adopted Leia, and due to C-3PO's tendency to talk a lot (and also for safety reasons as he knew too much about Luke and Leia), Organa arranged for the droid to receive a memory wipe.
C3PO was clearly created from some sort of kit or existing prototype since every protocol droid aside from coloring looks the same. He didn't recognize him because again, they all look the same & it was decades until he saw him again. There was no reason to believe he or R2 even existed anymore.
Since Bail Organa had C-3PO's memory wiped previously in order to prevent him from spilling the secret of Leia's parentage, it could be that this was a semi-regular occurrence for the droid given he couldn't be trusted to keep quiet about things.
secondly, in Legends, R2 was given programming that actually restricted him. from sharing any information with Luke or Leia. about their parents or relation to one another. this was all part of the plan. to conceal this information from the twins.
The sequence calls back to a similar scene in Revenge of the Sith, when Bail Organa orders Threepio's memory be erased to prevent him from sharing information about Anakin Skywalker's fall to the dark side.
They aren't abbreviations — they're model and serial numbers. R2 is a second generation R-series astromech, serial number D2. * And C-3PO is a C-series protocol droid with the serial number 3PO. *And likely several more numbers that get dropped for the sake of time.
He occasionally gets upset over situations and speaks his mind, but it's never in a threatening way. While he did effectively kill a droid, his actions helped save Lobot's life. It is not fair to look at Threepio as being malevolent; the only crime he is guilty of is arrogance.

Following his reawakening after the Battle of Starkiller Base, R2 went on to accompany the Force-sensitive scavenger Rey on her journey to train under Luke Skywalker on Ahch-To, the planet of the First Jedi Temple, where the droid was reunited with his old master.
in the Dark Horse comic series star Wars Tales, which is now part of legends, it's revealed that Darth Vader did recognize C. 3PO on Cloud City. when 3PO was shot by Stormtroopers, his parts were brought before Vader. because the Imperials thought he could hold valuable.
Darth Vader acts like he doesn't even know C-3PO or R2D2. They were with him since he was a child. He did everything he could to forget his past. Also, his plating had been replaced many times, and protocol droids all look very similar.
Since Obi-Wan and Anakin often fought together, Obi-Wan was friends with R2-D2 as well. This means that although R2-D2 might not have immediately recognized Obi-Wan on Tatooine due to his age, Obi-Wan should have recognized the droid.
Darth Vader didn't learn he had a daughter until Return of the Jedi, when he stood before Emperor Palpatine. The Emperor's power probed Luke's mind, attempting to goad him to fall to the dark side, and he discovered Leia's existence. "Sister," the Emperor taunted.
Rescue of Han Solo. Many of Jabba the Hutt's thugs were killed by Skywalker. Skywalker hid his lightsaber inside R2-D2's dome for the mission to rescue Captain Solo from Jabba the Hutt's palace.
Leia's Force abilities and her lack of awareness of her true identity also contributed to Vader's inability to sense their familial connection. Vader's denial of Anakin Skywalker's legacy and his fear of getting hurt again prevented him from realizing the truth about his children until later in the original trilogy.
Shortly after the Galactic Empire was formed, Bail Organa, in order to protect Princess Leia, had C-3PO's memory wiped clean in order for the droid to not spill any confidential information, especially information related to Leia's true lineage, which would make her a target of the Emperor.
