Removing a film from Disney+ ahead of a theatrical re-release has probably been done to try to encourage more people to go see it in cinemas before the sequel arrives. And when eventually “Avatar” returns, we should expect the newer improved version will be added.
Thanks to a Disney deal to share the streaming rights for 20th Century's theatrical releases with Warner Bros. for movies released up until the end of 2022, Avatar: The Way of Water actually cannot stream exclusively on Disney+.
Avatar became part of the Disney umbrella after Disney acquired 20th Century Fox, which had an output deal for new movies to head directly to Max after being released in theaters, according to The Direct. Avatar: The Way of Water was one of several movies made under this deal before Disney's acquisition went through.
However, it's being highlighted that Avatar has been removed and is no longer available to stream on the service anywhere in the world. While unconfirmed, the reasoning for its removal is believed to be due to the fact that Avatar is being re-released in cinemas, ahead of the sequel, on 23 September.

Why have the films been delayed? Avatar producer Jon Landau explained the hold-up on Twitter. He wrote: “Each Avatar film is an exciting but epic undertaking that takes time to bring to the quality level we, as filmmakers, strive for and audiences have come to expect.
Disney got the rights to Avatar when it paid $71 billion for 21st Century Fox three years ago, and the franchise—Cameron is planning sequels every two years through 2028—“is certainly one of our biggest priorities since the acquisition,” says Alan Bergman, chairman of Disney's studio division.
On September 17, 2011, Disney entered into an exclusive, long-term licensing agreement with Cameron's Lightstorm Entertainment and 20th Century Fox for the worldwide theme park rights to Avatar; Disney agreed to pay Cameron and 20th Century a licensing fee and a percentage of merchandise sales.
“Avatar“ isn't censored on Disney+, it's just the theatrical version. The scene everyone is missing is a 22 second scene that was added to the already released scene in the movie's 2010 “Extended Collector's Edition“ Blu-ray release.
