Jamie Foxx's Electro is going through a similar change in No Way Home. In the MCU, Electro tells Peter Parker, "The power. It's different. I like it." That different power likely led to Electro's changed looks, and past Marvel films set a precedent.
Electro just didn't work in that film — from his design, to his characterization, to his dialogue. So, the filmmakers behind No Way Home had to completely rewire the character into a flashier, punchier, and more… well… electric character.
One day at work, Dillon fell into a tank of genetically engineered electric eels, who repeatedly bit him. The attack transformed him into a blue being made from electricity while also repairing his gap teeth, balding hairline, and impaired vision.
Jamie Foxx says it was a "conscious decision" not to have Electro be blue in Spider-Man: No Way Home. The supercharged supervillain is a being of blue electrical energy in 2014's The Amazing Spider-Man 2, where he's unplugged in battle with Spider-Man (Andrew Garfield).
Most of the fans believe that she's an adaptation of Francine Frye but she is never referred to as such by any of the characters and the creators never confirmed it. The original male Electro, Max Dillion, is used on the Marvel HQ website because of this Electro being created for Season 2.

What was wrong with Electro?
In the original version of the story, Max Dillon was a lineman for an electric company who turned to a life of crime after being struck by lightning while working on a power line and becoming a living electric capacitor.
Late in the film, when discovering his Spider-Man's identity, Electro (Jamie Foxx) is surprised to learn that Spider-Man is white. "I just thought you were gonna be Black," Electro tells Spider-Man, adding that his reasoning was because the web-slinger lived in Queens and helped poor people.
The Jackal brought in Francine Frye whom Electro had previously killed by accident, who convinced him to go through the procedure, but it failed. Francine kissed Electro and absorbed all the energy from his suit, taking the remaining power and his life.
A following incident with Spider-Man, led to the voices in his head manipulating him into believing he had been betrayed by Spider-Man, which enraged him and made him bent on defeating and killing his idol, becoming his arch-rival. He grows ruthless, arrogant and power hungry in his quest for revenge.
Jamie Foxx is a wonderful and talented actor but his take on Electro wasn't exactly beloved. His take was a shy nerd who gained power, and was compared a lot to Jim Carrey's take on The Riddler in Batman Forever.
When Electro remembers how he came to the MCU, he recalls his fight with Spider-Man in The Amazing Spider-Man 2. According to Electro, he was in a power grid and "absorbing data." Because he was absorbing data, the theory states he likely discovered Spider-Man's identity.

Although Morales is the first black Spider-Man, he marks the second time a Latino character has taken the Spider-Man identity. Miguel O'Hara, who is of Mexican and Irish descent, was the title character in the 1990s series Spider-Man 2099.
Shocker is a villain equipped with a high tech battle suit that allows him to summon compressed shockwaves of concussive force using his gauntlets (not to be confused with Electro, who has the power of electricity).
After a procedure that failed to give Electro his powers back, the suit that was meant to transfer its energy to him started to discharge into Francine. It was theorized by the Jackal that having used genetic material from Francine's cheek after she kissed Electro had mixed up her DNA.
In Spider-Man: No Way Home, why does Electro look different than in The Amazing Spider-Man 2? Because the energy is different in the MCU in 2023 than in TASM and he also had an arc reactor from which he was absorbing power. How was Doc Ock able to stop Electro so easily in No Way Home?
Likely feeling sorry for Max, Spider-Man tried to encourage him by telling him that he wass his eyes and ears. The incident led to Max becoming obsessed with Spider-Man, convincing himself that they were best friends.
