Elsa unintentionally reveals her ice powers when Anna takes off one of her gloves. She runs away from the townspeople after a series of accidents so as not to cause more harm and lose more of the trust of her fellow townspeople.
Anna asks Elsa for her blessing to marry, but Elsa is suspicious of the prince and refuses. They argue, and Elsa accidentally reveals her magical talents and transforms the kingdom of Arendelle into a permanently frozen wilderness. Elsa runs away to the mountains where she uses her magic to create an ice palace.
Elsa's decision to abdicate from the throne and allow Anna to become Queen is one that has been hinted at since the first movie. It was Anna who wanted to open the gates and have a free, inclusive, and normal Arendelle where Elsa's repression led to her wanting to close herself and her kingdom from the world.

Unbeknownst to Agnarr, Iduna is actually a Northuldran and was the girl that rescued him on the day of his father's death. Because of the kingdom's negative feelings towards the Northuldra, Iduna kept her heritage a secret for many years, though she finally told him everything shortly before their deaths.
It was after that the decision was made to fully commit to the voice calling to Elsa being that of her mother, Iduna. As Marc Smith, Frozen 2's Director of Story, notes in the documentary, the idea "unifies the movie" since it starts with a flashback featuring Iduna and Agnarr, and it brings those elements together.
