Like Anakin Skywalker, Grogu has an unusually high midi-chlorian count, which is why Gideon believed he could use Grogu's blood to make his clones wield the Force. The season 3 episode “Chapter 19: The Convert” further explains how Dr. Pershing conducted this research.
Pair that with his obsession with capturing Grogu as a midi-chlorian "donor," and it's very possible that he's hoping to transfer Baby Yoda's Force abilities to himself and become a full-fledged Sith to restore the Dark Side and the Empire in the aftermath of Darth Vader and Emperor Palpatine's deaths.
Grogu's force sensitivity is the strongest reason that there is a bounty on him. While force sensitivity is the most important trait that he is being hunted down for, the imperial remnant might be seeking him to study the genetic traits, for cloning, or for training him to become one of them.

Given the rarity of his species in the galaxy, along with the fact that the only other two known members of Grogu's species were both living in the Temple when he was born, it seems likely that Grogu is the child of Yoda and Yaddle and was born to help preserve their rare species.

Gideon survived the crash, and carves his way out of the wreckage with what looks very much like a black lightsaber. And the reason it looks like a black lightsaber is because that's exactly what it is. Gideon is wielding the blade known as the Darksaber.
But the most likely reason why Moff Gideon chose to model his armor this way is due to the history the Mandalorians have with Darth Maul. During Star Wars: The Clone Wars, Darth Maul took over Mandalore and laid claim to the Darksaber.
