Mutual Respect: Kong's actions in coming to Godzilla's rescue during the battle with Mechagodzilla demonstrated his bravery and willingness to fight alongside Godzilla. This act of solidarity and teamwork earned Kong's respect and led Godzilla to spare his life [2].
As if impressed by his enemy's resilience and prowess, Godzilla refuses to kill Kong and spares his life, rewarding the Titan his victory before walking away, leaving Kong alive but badly injured before he eventually loses consciousness.
The film explained that Skar King once led Kong's species, and used the enslaved Titan Shimo to kill many of Godzilla's kind before trying and conquer the surface world.
Kong was no longer a threat even if he didn't submit due to his injuries, so there was no point to finishing him off, especially since Godzilla still had to finish his mission of finding and destroying Mechagodzilla. This is also why Godzilla left Kong alone in the Tasman Sea by the end of their struggle.

Godzilla was the actual winner of both battles between Godzilla and King Kong, but after Kong helped him defeat Mechagodzilla, Godzilla left Kong alone after the primate king dropped the ax. When Kong did that, Godzilla knew Kong was no longer a threat to him, and both seemingly accepted each other.

In Godzilla vs Kong, why did Godzilla let Kong live when he had Kong on the ground beneath his feet? Out of respect. Godzilla had Kong at his mercy and roars right in his face as a warning to surrender, and never challenge his rule.
Godzilla roars in acknowledgement and respect for Kong, seeing him as an equal and a friend (same with Kong respecting Godzilla as an equal and a friend) before returning to the sea and disappearing beneath the waves as Kong and the gathered humans watch on, safe in the knowledge that the world is finally at peace.

Strength is subjective in the kaiju world because the stats on these creatures are all over the place and most are not accurate. There is only one that constantly reigns supreme in physical strength. That is of course King Ghidorah the alien dragon from the deep cosmos.
Godzilla has defeated just about anything that humanity and monsterkind have thrown at him. He stomps on tanks and knocks fighter planes out of the sky with ease, and he's trounced King Kong and Mechagodzilla. If there's a foe that Godzilla can't seem to beat, though, it's inertia.
