Gothel is the main antagonist in Tangled. She kidnapped baby Rapunzel to get the magical power of Rapunzel's golden hair. Its magic can make people young but when the hair is cut, it will lose its power. So instead, she had to kidnap baby Rapunzel to make herself young.
Gothel cuts the baby's hair in an attempt to use it for her own needs, but kidnaps Rapunzel when she discovers that the hair turns brown and powerless once cut. She then raises Rapunzel as her daughter in an isolated tower for eighteen years.
After all, the whole reason that centuries-old sorceress Gothel takes the baby Rapunzel is to guarantee the continued rejuvenation once brought by the healing properties of the golden flower that transferred to Rapunzel's hair when she was born.
She is, as her name suggests, Rapunzel's former foster mother-turned-first archenemy, who seeks to remain youthful and immortal by utilizing the magic hair of her "daughter", having kidnapped her from her biological parents and hiding her in a tower for years.
Since Gothel raised Rapunzel after kidnapping her and pretended to be her biological mom, it would be assumed that she grew feelings for her supposed daughter. She raised Rapunzel for almost 16 years and taught her everything she knew, it would be assumed that she'd love Rapunzel as her own.
But based on her actions, she clearly does not love Rapunzel at all. Rapunzel is someone who ultimately must be put up with in order maintain what Gothel really loves more than anything: herself.
Though this could be attributed to her wishing for Rapunzel never to leave her, Gothel seems to be a misanthrope and has true hatred for people because they took away the magic flower she wanted all to herself, even though it could help the sickness of others.
