She expected their years of friendship would make it harder to kill. But she knows her one and only true ally is Peeta, so she decides she must kill Finnick now. Katniss climbs down from the tree, determined to kill him now before he has the chance to kill her.
Unable to find Peeta and hearing a cannon, Katniss nearly attacks Finnick, suspecting his betrayal, but he reminds her to "remember who the real enemy is." Katniss attaches the wire to an arrow, firing it into the arena's roof just as lightning strikes.
Once Katniss calms down, they all hike through the jungle to search for a place to camp and some water. As they walk, Katniss wonders why Finnick didn't just let Peeta die. She is angry at him because she now owes him for saving Peeta's life — she can never kill him now.
Katniss is unfazed by his flirting, and admits that while he is attractive, she has never been drawn to him. At first, Finnick appears to be another shallow puppet of the Capitol's.

Why does Mags kiss Finnick?
Chia Mags kisses Finnick on the mouth to briefly let him know that this is the last time she will see him. It's her way of saying "Goodbye" but in a more affectionate way.
In a way, Finnick has outsmarted Katniss here by saving Peeta's life. Now Katniss "will never stop owing Finnick." He's done her the kind of favor she can't easily pay back; now she can't let him down.
Katniss made the choice to build her future with Peeta. If she didn't love him, she wouldn't have made that choice. Katniss made her whole world about getting the people she cared about to the next day, her choice to survive with Peeta proves her love for him.
As Katniss gets to know Finnick during the Quarter Quell, she sees he is in fact loyal, dutiful, and caring. Later, the two learn President Snow considered their actions to be an act of rebellion against the Capitol. After their last interview, in which the two continue to affect their romantic feelings for one another, Peeta comes to the realization Katniss has staged her love for him all along.

It's a horrifying death, though Katniss puts him out of his misery when she sets off an explosion in the sewer to free him of his pain. At the time of Finnick's death, he was either only 24 or 25, making The Hunger Games loss even more devastating.
The following year after Lucy Gray Baird's victory, another female tribute emerged as the Hunger Games winner. Mags Flanagan became the first victor from District 4, living off of nuts and her survival skills by creating fishhooks. She was also the first victor to move to Victor's Village before serving as a mentor.
Before the Capitol battle, Gale had explained to Katniss his series of bombs designed to feed off human compassion: a small bomb would go off, and then when medical aid rushed in, a second bomb would go off, killing those people as well. Incidentally, it's this exact type of bomb that took Prim's life.
In Chapter 9, as Caesar Flickerman interviews Peeta before the Games, Peeta reveals to Caesar and all of Panem that he's in love with Katniss. Peeta's revelation sets in motion the storyline of him and Katniss as ill-fated lovers that carries on throughout the Games.
