Katniss felt empathy and pity for her, especially since she had been forced into the arena at such a young age. Katniss demonstrated her love for Rue by crying and mourning her death, then covering her body in flowers to show that she was "more than just a piece in their Games".
After Rue dies, Katniss covers her body with flowers as a gesture of defiance to the Capitol, showing that Rue was a person and not just a pawn in the Games.
Katniss is ready to take action against the Capitol and the Careers, and she wants to avenge Rue's death. Her promise to Rue gives her the drive to win, even more so than her promise to Prim. It is also Rue's death that makes Katniss want to shame the Capitol.

Could Rue have potentially survived the Games, had she not made an alliance with Katniss? Shadows n Secrecy Rue could survive perfectly fine on the fruits found around the arena since she's got good plant knowledge.
His roses have a strangely potent fragrance that seems unnatural. He leaves a single, perfect white rose for Katniss in her old house when she visits what is left of her district. This is a sign to Katniss that she can do nothing without his knowledge, and it serves the purpose of unnerving her.
