Loki is confirmed to be worthy of lifting Thor's hammer, Mjolnir, for the first time in official Marvel canon. In The Immortal Thor #5, Loki confidently catches and wields the hammer, showcasing his growth and heroism.
The ability to lift Mjolnir has been used as a visual representation of a hero's worthiness, and based on Loki's selfless sacrifice, he seems worthy of wielding the enchanted hammer.
This stemmed from his childhood and the belief that Odin didn't love him. While Odin's hiding of Loki's true parentage and Thor's demeaning behavior may have influenced Loki, ultimately he is to blame for his villainous actions due to his own issues with self-acceptance and misinterpretation of his upbringing.
Now, Loki hasn't just dropped his God of Mischief title in favor of a more benevolent epithet, but he also has become as worthy, or even worthier than Thor himself, by the end of the Loki season 2 finale.
This is a very simple answer that a lot of people don't understand: You don't need to be worthy to lift Stormbreaker! Unlike Mjolnir, Stormbreaker was never enchanted by the forefathers to only be held by the “worthy”. It was simply a powerfully forged weapon with near-indestructible properties.
