An accident causes Norman to be exposed to the toxic gas that gave him enhanced strength at the cost of his sanity. In this series, the Green Goblin is treated as a separate identity. His goals seem to be to help and avenge all the wrongdoings in Norman Osborn's life.
Osborn tests the serum on himself in his private lab, but the unstable concoction explodes in his face, leaving him hospitalized for weeks. He emerges smarter and possessing superhuman strength; but at the cost of his sanity and moral inhibitions, signaling the beginning of the Goblin identity.
Norman Osborn was taken over by the Green Goblin when helping Peter out towards the climax of Spider-Man: No Way Home, but the evil alter-ego had control of him way before that.

Why does Harry Osborn turn evil?
Harry takes on the Green Goblin persona and technology after his father's death, which he blames on Spider-Man and in turn Peter, and is influenced by hallucinations of his father to kill Peter, but sacrifices himself to save Peter, Mary Jane, and his son.
Also, the Green Goblin despised Spider-Man as he sees him a threat and attempted to cause harm to him through those who are closest to him. Despite this, the Green Goblin did at first try to offer a partnership because he noticed that they weren't so different, but his hatred for him got worse when he refused.
He uses advanced Oscorp armor and equipment to terrorize New York City and battle Spider-Man, but ultimately dies when he is impaled by his own glider. A hallucination of Osborn haunts his son Harry in Spider-Man 2 (2004) and Spider-Man 3 (2007).
His father agreed and he was sent away to Europe for treatment. However it was revealed that Norman was really the Green Goblin throughout the entire time. At some point, Norman came across the chemical formula with the intention of using it to increase a person's intelligence and physical strength.

Why did Peter stop Peter from killing Green Goblin?
By preventing Tom Holland's Peter from killing the Green Goblin in what would be an almost identical scene to the one in Spider-Man's, Tobey Maguire's Peter not only fixed his failure of not previously saving Norman, but also prevented Holland's from falling down a dark path.
Norman finds out Spider-Man's identity when he was visiting his son Harry (who is Peter's roommate) for Thanksgiving Day, he discovers that Peter has an identical wound to one he had inflicted on Spider-Man in the earlier fight. When Dr. Octopus injected Norman with a massive dose of Goblin Serum in an attempt to turn him evil again, it failed to work, with Norman revealing that, prior to having his soul cleansed by the Sin-Eater, he was evil because he chose to be, and that it was never just because of the Goblin Serum.
In the end, the Goblin could easily overpower the hero and pummel him with punches that could last longer than most, as he's never been shown to get tired from a long fight. While it's likely he could be beaten into submission, it's a war of attrition that Cap simply can't overcome.

Although the Green Goblin was an excellent foe and actually had a connection to Aunt May before he killed her, the initial execution of her passing might have seen an even darker version of Spider-Man arise than what was seen during his final battle with the Goblin.
Since his introduction in THE AMAZING SPIDER-MAN (1963) #14, Norman Osborn, AKA Green Goblin, has proven himself to be one of the Marvel Universe's fiercest villains. However, he was recently cleansed of evil by Sin-Eater in the "Last Remains" storyline.
