This was a plothole by JK Rowling, we assume. However, (I saw this in a theory) it is possible that the Marauders designed the map so that no-one else, besides the Marauders, could see the Marauders on the map. That would explain why Fred and George didn't see Pettigrew.
Severus didn't recognise Marauders map, because he didn't know it was map in the first place. But he did understand that Lupin was one of the creators.
