Katniss first begins to question Plutarch Heavensbee's loyalties when, during a party at President Snow's mansion, he flashes her a watch with a disappearing mockingjay on its face. Later, she realizes that Plutarch's given her a clue about the arena for that year's Games, which is designed to resemble a clock.
Plutarch tries to keep Katniss safe by not allowing her to fight. Katniss does not accept this and goes to fight. After the propaganda is finished, Katniss goes to receive medical treatment.
Where his movie character was calm and self-assured, his personality in the books was much more like the other clueless Capitol citizens. Regardless of which, Plutarch Heavensbee played an essential part in Panem's rebellion and contributed significantly to Katniss' survival.

While at the extravagant party at Snow's mansion, Plutarch Heavensbee, the new Head Gamemaker, asks to share a dance with Katniss. He pulls out his pocket watch to check the time, claiming he has a meeting and it starts at midnight, and Katniss sees a gold mockingjay etched onto the screen.
Though Katniss usually avoids watching the television because of all of the propaganda, she has been watching it lately to find the footage of District 13 that Bonnie and Twill claim is old and being reused. She finally finds a broadcast of the district, and at the very end of it, a flash of a mockingjay wing appears.

In Catching Fire in Chapter 7 Katniss meets Plutarch for the first time. Before Plutarch leaves he shows Katniss his pocket watch. Plutarch Heavensbee did a mix of good and bad deeds in The Hunger Games, and like many other characters, this made his morality difficult to define. Plutarch Heavensbee spent time on both the side of good and evil in The Hunger Games, but his true morality was a little more complicated than that.
He was obviously a big part of the rebel plan to keep Katniss alive long enough to be rescued from the arena. As head Gamemaker, he presumably had substantial control over when and how pods and mutts were activated.
While they don't have a friendship per se in the story, they do know each other. The only issue is that Haymitch is more attached to Katniss while Plutarch views her more as a tool.
Snow laughs after Katniss killed Coin because he enjoys the irony of the situation. He avoided the official execution ceremony, even though Panem's citizens still take their revenge on him, while Katniss ends up snatching away the victory and power that Coin thinks she has successfully secured.
The female Morphling, however, appears almost coincidentally, and Peeta even mentions that they don't know her real name. Given that she is willing to make the ultimate sacrifice to protect Peeta, it's safe to assume that the Morphling was committed to the rebel cause.
As Katniss gets to know Finnick during the Quarter Quell, she sees he is in fact loyal, dutiful, and caring. For example, despite Mags being a burden on his chances of survival, Finnick does everything he can to keep the eighty-year-old alive because, as we learn, she was his mentor and he genuinely cares about her.
Plutarch apologizes to Katniss for everything she has been through (as he should, considering he's responsible for quite a bit of the trauma), but he would do everything again if he had to.
This suggests that Katniss loves Peeta, and not just because she feels that she owes him her life. Instead, Katniss wants to protect him and bring him home because she has strong feelings for him, even though she isn't sure what those feelings mean.
Both Morphlings die during the Hunger Games in Catching Fire, after the female tribute from District 6 protects Peeta from the monkey mutations that attack the tribute. She dies in Peeta's arms while looking at the sunset.
Later, the two learn President Snow considered their actions to be an act of rebellion against the Capitol. After their last interview, in which the two continue to affect their romantic feelings for one another, Peeta comes to the realization Katniss has staged her love for him all along.
During the supposed execution of Snow, she instead shoots Coin, due to her being responsible for Prim's death. She then attempts to kill herself with the suicide pill attached to her uniform, but Peeta stops her.
I think the cruelest part was forcing the kids to kill each other. Not to mention making their families watch, making them anticipate and celebrate it, the whole forced "in love" thingy..and more. Just the cruelty of it all.
Alma Coin was the true villain of The Hunger Games, with Katniss actually seeing her as more of a threat than Coriolanus Snow. At the same time, it was Snow who was made out to be the bad guy in previous movies, making some question why Katniss killed Coin and spared him.
She lost some of her shallow nature as the series progresses, eventually defecting from the Capitol during the Rebellion while captured and tortured. She eventually felt extreme guilt over her actions and almost became an alcoholic like Haymitch, but reminded herself to stay strong so to not be like him.
Following her pardon, she was joined by Peeta and Haymitch as the trio returned to what was left of District 12. Following the end of Mockingjay, the former victors lived out their remaining years in their home district as Panem began changing for the better.
She is angry she wasn't informed of the plan and lashes out at him. Despite the fact that Haymitch has been working since the very beginning to save her, she cannot forgive him for letting the Capitol take Peeta alive.
Johanna won the 71st Hunger Games by pretending to be weak and that made all the other tributes leave her for last. Then she unleashed her full potential and violently killed all the remaining tributes. Johanna, being the only remaining District 7 female victor, was Reaped for the 75th Hunger Games.
