This is explained in the Book, it's because once “It” was “killed” there was no longer a subconscious bond between them in which they reunited back together to kill the beast.
In It, memories and nightmares are tangible things. Often, memories are the nightmares. The Losers (except Mike) don't only forget Pennywise, or each other, or the summer that they fought It. They forget almost their entire lives in Derry, because It wasn't the first nor last trauma they faced in their hometown.
They reach the conclusion that Pennywise has all of the adults under some sort of spell that prohibits them from seeing him. The adults of Derry are shown to be villainous in their own right as well. The adults of Derry are shown to be true villains of the story in the same way as Pennywise.
Pennywise targets children instead of adults because they are easier to scare and manipulate. Their fears are often simpler, more direct, and easier for Pennywise to exploit.
This creature feeds off fear and its preferred victims are children as their fears are simpler, but there might be another very different reason for that, and it's rooted on the real meaning of IT.

One of the themes addressed in IT is trauma, and how the mind tends to lock those painful memories away as defense, which is what happened to the Losers when they left Derry for the first time.
Another explanation is connected to the Turtle and the cosmic side of IT and Stephen King's Macroverse, suggesting the Losers as the “chosen ones” that were guided and thus protected to an extent by Maturin, the only creature IT is afraid of.

In the 1990 mini-series, It's true form was a mottled brown alien with a fearsome face, not to mention two humanoid front arms complete with fingers and claws to grasp its enemies.
Pennywise pretty much made Derry the perfect place for a creature like itself to live, and with the whole town under its control and with a lot of children (and adults) to feed from, IT didn't really have reasons to leave Derry.

Yup! He's a demon and the general idea is if you are not scare, it will only be harder for Pennywise to kill you as he needs to bait you. He can kill you if he wants to anytime and doesn't care. Although, if you are not scared, he will either leave you be for a little while or just kill you in the instant .
If you read the book and seen IT Chapter 2, you would know that Pennywise is only the physical avatar that belongs to a much larger cosmic entity. What Pennywise actually eats or feeds off of,is Fear.
I recommend this film to everyone who loves slightly disturbing films and TV shows like me but for anyone under the age of 13 you really should not watch it. It's very gory and contains adult language.
