The Riddler believes himself to be working to the same end as Batman, targeting the corrupt elites and the crime boss that put them in power, Carmine Falcone (John Turturro). It was Falcone's role as informant that put many of the cops and politicians where they are.
The unmasked Riddler goon says, "I'm vengeance," to Batman because he, like the Riddler, believes Batman will understand his need to exact justice for the all the wrongs he sees. What frightens Batman is that he does understand and can even sympathize - but only to a point.
In The Batman, the Riddler doesn't want power, personal revenge, or to best Batman. He wants to expose a ring of corruption that has been squandering funds set aside for Gotham's most vulnerable.
