Vecna successfully stole Eleven's powers when controlling the Mind Flayer in Stranger Things' season 3 ending, which finally allowed him to emerge stronger than Eleven and enact his plan to take over Hawkins with the Upside Down.

Exactly how or why the time froze there was not answered by the series but here's the theory: the time in the Upside Down used to function the same as that of the real world before but the arrival of Will interfered with it, hence, it's stuck in time, as if the Upside Down is in an endless loop of a day.

Coupling that with overexertion, it makes sense why Eleven suddenly lost her abilities at the end of season 3. After all, since season 1, Eleven's powers have been associated with an internal battery — if she's drained, she can't use them.
Mike is deeply concerned for Eleven's safety at that juncture, making his brain laser-focused on nothing else. With that in mind, his non-reaction to Will's crying is fairly understandable.
Now actor Noah Schnapp, who plays Will, revealed to Variety that his character is indeed gay, and secretly has feelings for his best friend, Mike, who's in a relationship with Eleven.
“Now that he's gotten older, they made it a very real, obvious thing. Now it's 100% clear that he is gay and he does love Mike. But before, it was a slow arc. I think it is done so beautifully, because it's so easy to make a character just like all of a sudden be gay.”
