So while it's sad to see him say goodbye to the life he's always known and the friends he's made along the way, it's time for Woody to have a new start.

Because Andy grew up and left his toys. Ever notice that the 3rd movie came out 15 years after the original? Most viewers would have been kids when the original one came out. Now they, like Andy, are going off to college and Andy leaving his childhood makes the nostalgic viewer sad.
