Kratos and Thor's clash was heavily teased in God of War, and Mjolnir is perhaps one of the most well-known aspects of Norse mythology. For Williams though, he wanted a weapon that would subvert expectations and represent Kratos' status as a general which is why they went with the Draupnir Spear.
As such, God of War: Ragnarök emphasizes the personal rivalry between Kratos and Thor, between the Leviathan Axe and Mjölnir, in other words: between good and evil. Allowing Kratos to pick up and use Thor's Hammer would mean that the Spartan would fall back into his old ways, thus tarnishing the character's new arc.
Odin sadly kills Thor for his insubordination, leaving Mjolnir in the hands of Thor's noble daughter Thrud. God of War Ragnarok's ending may leave room for Kratos to wield Mjolnir in the future, but Santa Monica Studio was wise to leave the hammer out of players' hands.
Truth is mjolnir in the end is just a immensly heavy hammer any normal individual could never pick up and even thor needs his belt (which doubles his strenght) to lift the hammer.

Is Kratos axe stronger than the Blades of Chaos?
Unlike the Leviathan Axe, the blades function as more of a close-range stabbing cutting weapon than a projectile. During Kratos' time in the icy north, the Leviathan Axe proved to be ineffective. On the other hand, the Blades of Chaos could melt through frosty opponents with ease.
It was forged by the Huldra Brothers, Sindri and Brok, who also forged Thor's hammer, Mjölnir, after feeling responsible for the destruction brought about by Thor. As a weapon made to oppose the power of Mjölnir and inspired by the epic size of Jörmungandr, Brok suggests the axe be named Leviathan.
Now if we're using their current selves, it's an instant loss for Kratos, because while he has weakened, Thor only grew in power. He possesses the full power of the Odin-Force, renamed into the Thor-Force, and far surpasses Kratos in power. Even Young Kratos would be no match for King Thor.

Kratos is definitely strong, and definitely strong enough to contend with Hulk.. But for the most part his feats are inconsistent. Hulk on the other hand is far more consistent, amd regularly shows an Incalculable level of Strength. He's bested and is seen on the level of the likes of Thor, Hercules, Sentry, and more).
if you're talking about Kratos in GOW 1, then Ares is more powerful. Kratos had to be buffed a lot by the powers of the gods like Zeus, Poseidon and Pandora's box to be able to compete with Ares.
The reason behind Thor's incurable wound is due to the Eitr imbued in the Leviathan Axe. In God of War, Kratos throws the weapon into the Lake of Nine and awakens the World Serpent, who rises out of the water. Jormungandr returns the Axe to Kratos by spitting it out and, in the process, covering it with his venom.

The Leviathan Axe is a two-handed battle axe. It was forged by Brok and Sindri for Laufey, in hopes that she would help undo their mistake in creating Mjolnir. Following Laufey's death, it was passed onto her husband Kratos.
