The Basilisk could only be controlled by the Heir of Slytherin, Tom Riddle. Other Parselmouths (such as Harry Potter) had no control over her, though they still could understand her. Aragog (a rare Acromantula) was accused of being the monster of the chamber by Tom Riddle which sent Hagrid to Azkaban.
In both the book and the movie, there wasn't enough time for the venom to reach Harry's heart, Fawkes heals him before that. In the book, Fawkes flies to Harry instantly, it doesn't lose anytime. Fawkes heals Harry before Harry stabs the diary. In fact it is Fawkes who brings the diary to Harry.
Basilisk was Slytherin's monster, who can be controlled only by his descendent. Tom riddle was his direct descendent. While Harry got his ability to speak parseltounge because he had a part of Voldemort's soul in him.

How come no one saw the Basilisk?

Dumbledore. Keep in mind that although Harry was an extraordinary wizard he was inexperienced and only in his second year. Dumbledore is a much more experienced wizard beating Grindlewald and being a master of the Elder Wand. Dumbledore could easily destiny the basilisk.
There is no exception that the heir of Slytherin would survive after looking at the eyes of a Basilisk. Voldemort might survive later when he had created those Horcruxes as it would not allow him to die completely even if he looked directly at a Basilisk.
