If they left her looking similar to Toy Story 1 & 2 (which could have been possible) it would be awesome as we get the original looking Bo Peep with the badass personality she has. But because TS1 and TS2 are so old, Bo Peep's appearance needed to match the updated animation and technology Pixar has today.

Bo Peep, a character who appears to be made out of porcelain or some sort of similarly brittle material, looses her arm in the middle of an action scene in Toy Story 4. But then she says that it happens all the time, tapes the arm back on, and carried on as if nothing ever happened.
However, it never really translated to human characters, since, you know, people aren't made of plastic. When the idea of putting Andy in Toy Story 4 came along, it was clear that he needed to be changed to look more like an actual person.

"You may not know that these 'shepherd's crooks,' are used solely to hook a sheep's neck and force these gentle animals to move. That isn't something that a progressive Bo Peep would countenance in 2019!
