While in Legends, Grievous' collection signifies his revenge against the corrupt entity that devastated his people, canon's Grievous appears to collect lightsabers as a way of feeling superior to the Jedi.
The collection was made up of lightsabers that Grievous had stolen as trophies from the Jedi that he killed during his time as the General of the Separatist battle droid army. Due to his cyborg body, Grievous could wield four lightsabers at one time, using them to overpower his enemies with all his lightsabers.
General Grievous has an intense hatred for the sinister Jedi in The Clone Wars. He only carries four lightsabers. He obtained these lightsabers by capturing Jedi and/or killing them and then taking it as part of his new lightsaber collection.
