It's clear that Katniss felt comfortable around Cinna and that she cared for him deeply, and he also cared a lot about her. They often felt like friends, and when he died, it was such a traumatic thing for fans and Katniss.

Cinna puts her in a simple dress that recalls candlelight and makes her look young and innocent. He says Peeta will like it, but Katniss knows Cinna has some other reason that has to do with the Capitol. She is taken to a waiting area under the stage where she meets Haymitch.
President Snow sees her as an enemy since her combination of popularity and low-level defiance constitutes a threat to his power. He dreams up The Quarter Quell as a way of getting rid of her and murders Cinna in front of her as a way of rattling her just before she's tossed into the arena.
Cinna says, “How despicable we must seem to you Katniss.” What do you think he means? He means they are so disgusting, she must hate them. They spend money on operations to change their physical appearance and on clothing and “bling” when Katniss comes from a district that is starving because they have no money.

In Catching Fire, Peeta knew Katniss had feelings for him and fully accepted that he would allow Katniss to be with Gale if it meant her happiness.
He is executed for treason in Catching Fire. Right before Katniss is sent up into the arena, she sees the Capitol guards attack Cinna. They drag him away, presumably to be killed. President Snow planned the timing of the arrest so it would have the greatest emotional effect on Katniss.
