She simply wants him to win if she can't since it would mean a better life for everyone in District 12, including her mother and Prim. She still can't figure out how she feels about him, or whether she can trust him.
Katniss doesn't believe that she has any chance of winning because tributes from the wealthy districts have grown up training for the Hunger Games. They see it as an honor to serve as tribute, and tributes from those districts almost always win.
Katniss is ready to take action against the Capitol and the Careers, and she wants to avenge Rue's death. Her promise to Rue gives her the drive to win, even more so than her promise to Prim. It is also Rue's death that makes Katniss want to shame the Capitol.
Instead, Katniss wants to protect him and bring him home because she has strong feelings for him, even though she isn't sure what those feelings mean. Gale's hug and kind words when she returns home are a direct contrast to her newly established plan to save Peeta because of her feelings for him.
Seneca Crane (Wes Bentley) revokes the rule allowing two victors from the same district to win, giving Katniss (Jennifer Lawrence) and Peeta (Josh Hutcherson) the idea to eat nightlock berries at the same time.

Why was Katniss so obsessed with Peeta?
Peeta Mellark served as Katniss' crucial confidant, seeing as he went through it all firsthand, not once, but twice. Despite the terror he faced, Katniss viewed Peeta as a symbol of comfort and salvation.
Prim was an intelligent, compassionate, and courageous individual with excellent medical skills, but she didn't have the combat skills or selective ruthlessness needed to win. Prim's death probably would've caused Katniss to spiral and lose herself just as it did in Mockingjay.
Snow can't stand to see a young woman betray a young man's affection—his view of what happened 65 years ago. And so he takes out his old, festering wound on Katniss.
Due to the horror of his Games, his grief over his family's and girlfriend's deaths, and the overwhelming guilt he felt from being obligated to participate in the Games he hated while each and every one of his mentored tributes died in them, Haymitch turned to alcoholism to cope with his issues and feelings.
Katniss never hallucinates about her dad's death after being stung by tracker jackers. Rue's dad doesn't start a riot in District 11 after his daughter's death. Haymitch doesn't convince the Game Maker to change the solo victor rule.
There was a plan to break them out of the arena once Snow announced the Quell. The victor tributes from 3, 4, 6, 7, 8, and 11 all had knowledge of the plan, which explains why it seemed everyone was working to protect her and Peeta.
The problem was that Gale was the one who created the firebomb devices. Despite not being fully responsible, Katniss couldn't overlook his possible involvement. Katniss returned to District 12, where she reunited with Peeta after she couldn't allow herself to fully forgive her childhood best friend.
Katniss comes close to crying, something she knows she mustn't do because it would indicate weakness to the other tributes and make her look vulnerable; thankfully, Haymitch distracts the crowd and the cameras by stumbling off stage.
When Peeta talks about how he hopes someone else will kill Thresh, Katniss starts to cry because she doesn't want anyone else to die, which is unacceptable from a tribute in the Hunger Games. Instead, she disguises her tears as homesickness.
Page 38 Peeta's father visits Katniss and says, “I'll keep an eye on the little girl. Make sure she's eating.” has been lifted off her shoulder. But I was wondering why he was being nice to the person that is soon going to try and kill his son.
Snow personally fired Tigris, blaming her feline surgical enhancements. As Tigris Snow eventually explains to Katniss Everdeen, President Snow fired her because she wasn't pretty enough to be a stylist for the tributes anymore. In reality, it was probably due to his twisted views after gaining power.
She remembers that they did indeed promise not to lie to each other anymore, and she realizes that Snow wasn't lying to her about Coin's role in the parachute bombing. He has no reason to lie to Katniss. His death is certain, but the future of the Capitol is not.
Before the Capitol battle, Gale had explained to Katniss his series of bombs designed to feed off human compassion: a small bomb would go off, and then when medical aid rushed in, a second bomb would go off, killing those people as well. Incidentally, it's this exact type of bomb that took Prim's life.
Katniss and Prim's mother is from a wealthier merchant class within District 12, but she moved to the Seam to marry their father for love. When her husband dies in a mining accident, however, she falls into a daze, unable to work and take care of her children.
Peeta sleeps first. Katniss kisses him on the forehead, for herself, she admits, and not for the audience. She is glad to have him there with her, comforted by the thought that together they can fight Peeta.
The families of victors can be used as leverage to force them to bend to the Capitol's will. Katniss also mentioned that the children of victors are reaped to participate in the Hunger Games suspiciously often.
