Palpatine carried the lightsaber for a great deal of his life afterward, though he only rarely wielded it in combat, as his position as Emperor made battles with other Force-users few and far between, and he preferred to rely on his raw ability with the Force in any case.
Palpatine's skills with a lightsaber and the dark side were rivaled by only a few, yet there were only a few instances in both continuities of him demonstrating his legendary lightsaber skills. Much of Palpatine's backstory was revealed in the Legends-era novel, Darth Plagueis.

In truth, the Sith normally wielded enough powers to fight without a lightsaber, but every apprentice still learned to use one as part of his or her training. Sidious himself felt that he and his peers had outgrown the use of lightsabers, and only continued carrying them to mock the Jedi.

With Yoda's presence in the Force cloaked, there really wasn't any way for the Empire, Darth Vader, or Vader's Inquisitors to find the Jedi master. Another potential explanation is the planet Dagobah itself.
Following Yoda and Sidious' duel, Yoda's lightsaber was recovered by the Empire. In the Darth Vader comics, we see Mas Ammeda incinerate it along with other Jedi's lightsabers. Luke Skywalker kept Yoda's lightsaber after he left it on Degobah after he died.
Due to the strengthened Dark Side, Darth Vader, and Palpatine, Yoda has lost hope of being able to topple the Empire, calling it a "threat too big for me to defeat."
