Effie informs Katniss that Avoxes are not to be spoken to unless it's an order that they're being given. Peeta swoops in to save the day, claiming that the reason Katniss must have recognized the girl is because she looks a lot like someone back from the Seam – Delly Cartwright.
Haymitch explains that an Avox is someone who committed a crime and had their tongue cut out. Katniss says it must be a mistake, and Peeta covers for her by saying the Avox girl resembles someone from there school.
Well for starters Peeta had feelings for Katniss from the start even if she herself didn't see it/thought he was playing along. That's why he helped her get away from the cornicopia, he allied with the careers so that he would have protection until he could find Katniss even though he knew they were using him.
Peeta saves her, saying that the girl looks just like Delly Cartwright, a chubby girl from their school who doesn't resemble the Avox in the slightest.

What happens between Katniss and the Avox girl?
The redheaded Avox comes in and wipes Katniss's face and hands, which she cut on a broken dish. Katniss says she should have tried to save her, but the Avox gestures that Katniss would only have ended up like her. Katniss helps her clean up, then goes to sleep. The next morning, Katniss meets with Cinna.
Due to the horror of his Games, his grief over his family's and girlfriend's deaths, and the overwhelming guilt he felt from being obligated to participate in the Games he hated while each and every one of his mentored tributes died in them, Haymitch turned to alcoholism to cope with his issues and feelings.
He jokes with her, whispering that it's okay to kiss him since they're madly in love, but once Katniss begins to clean him in the stream, she can see how weak he is.
No one on earth could endure the torture that Peeta went through without being horrifically traumatized, but the fact that he was so forthright about his love for Katniss didn't do him any favors in that department either.
Peeta is the same age as Katniss, making him 16 years old in The Hunger Games and 17-18 in Catching Fire and Mockingjay. Peeta is of "medium height, stocky build" and has "ashy blond hair that falls in waves over his forehead." He has blue eyes.
Katniss's focus on survival and her family's safety prevented her from fully considering romance, but her feelings for Peeta and Gale diverged in the end. Katniss ultimately chose Peeta because he understood her trauma and she didn't want to lose him, proving her love for him.
While the Hunger Games film never talked about it, the Catching Fire novel explained why she could only communicate through hand gestures. Katniss briefly mentioned that a previous stroke could have caused Mags' garbled speech. However, post-traumatic stress disorder could have also caused her speech incapacity.
It took time for Peeta to break out of that conditioning, and even when the possibility existed that Peeta could be a danger to Katniss, the two of them still elected to be together and build a future in a post-Hunger-Games world. Their love for one another is evident.
What happens between Katniss and the Avox girl Chapter 9?
She decides she isn't anyone at all and returns to her room where she breaks plates and makes a mess in her anger. The girl Avox comes to clean the room and Katniss apologizes, both for the mess and for not helping her in the woods. Together they clean, and then the Avox tucks Katniss into bed.

The red-haired Avox comes into the room. Katniss apologizes to the Avox for not helping her when the Avox was captured. The Avox is kind to Katniss, washes Katniss' face and helps her clean up the room.
What did Peeta give Katniss when she was starving to help her out?
Katniss's memory of her encounter with Peeta is also significant as it creates a conflict within Katniss that she will have to deal with later. She essentially credits Peeta giving her the two loaves of bread years earlier with restoring her hope and saving her after her father's death.
Gale is jealous of Peeta and the relationship he has with Katniss, and he wants Katniss to decide between them, though he doesn't press Katniss during her recovery in District 13. Gale is an excellent hunter and excels at setting snares and traps.
Johanna clarifies, stating that Peeta has turned into his evil mutt identity given the way he verbally attacks Finnick and Katniss. Gale even sees a bit of himself in how Peeta acts and speaks.
However, after Mrs. Mellark reentered the bakery, Katniss witnessed her scolding and beating Peeta after he burnt two loaves of bread and telling him to feed them to the pigs just before disappearing to help a customer. She was not supportive of Peeta when his name was drawn to compete in the 74th Hunger Games.
Katniss here's this and understands that even though she may not love Peeta (then) that it's one less person who has to die. (At least that's what I have always thought.) Katniss realizes that if she pretends to be in love with Peeta people will want the capitol to let them survive.
Throughout the series, Katniss and Peeta fluctuate between a platonic and romantic relationship. For a period in Mockingjay, Peeta is brainwashed by the Capitol to hate Katniss and try to kill her. But he recovers, and in the epilogue, we learn that Peeta and Katniss are married with two children.
Rue dies and Katniss realizes just how much she hates the Capitol for doing this to Rue, for doing this to all of the tributes. She wants revenge on the Capitol and wonders if there's a way for her to do it.
Toward the end of the novel, Katniss realizes that Haymitch has been keeping information from her and using her to help the rebellion, causing her to feel extremely betrayed. On the other hand, his goals are generally good ones.
The following year after Lucy Gray Baird's victory, another female tribute emerged as the Hunger Games winner. Mags Flanagan became the first victor from District 4, living off of nuts and her survival skills by creating fishhooks. She was also the first victor to move to Victor's Village before serving as a mentor.
This interaction was so surprising to fans because it's not in the books at all. While, throughout the series, there's some chemistry between the two, nothing ever comes of the tension in Suzanne Collins' novels. Beyond the kiss, nothing happened between the two in the movies either.
