Luke would probably win. Luke was capable of stalemating Vader in Return of the Jedi, and Obi-Wan was capable of stalemating Vader in A New Home. Generally, speaking, Force Users tend to trend upwards in power over time, so at best for Obi-Wan, this puts them on even footing.
