Pennywise pretty much made Derry the perfect place for a creature like itself to live, and with the whole town under its control and with a lot of children (and adults) to feed from, IT didn't really have reasons to leave Derry.
This creature feeds off fear and its preferred victims are children as their fears are simpler, but there might be another very different reason for that, and it's rooted on the real meaning of IT.
Pennywise had targeted Georgie when the boy was too young to know any better or fight back. In the clown's most contemptible murders, Pennywise did not rely on visions or fears to lure Georgie in; instead, Pennywise exploited Georgie's trust and turned it into a fatal weakness.

However, he doesn't seem to target adults like he does kids, which is odd, seeing as how, as many will agree, adults have just as many fears, worries, phobias, anxieties, and insecurities as any child, maybe more since they've lived longer and thus had more time to develop more things to be afraid of.

And if his victim believes him to be powerless, he will become powerless. And so the group figures out that their best bet is, essentially, to bully the bully: They mock Pennywise, telling him he isn't scary. Humiliated, Pennywise begins to shrink, transforming into an almost Benjamin Button–like, melted clown-baby.
Stephen King's IT introduced readers to a one-of-a-kind creature that can take any form, the most common one being Pennywise the Dancing Clown, and as menacing as it is, this creature has one big enemy it's truly scared of: Maturin, the turtle.

IT arrived on Earth in a cataclysmic event similar to an asteroid impact, landing in North America, in the region that would eventually become Derry, Maine.
It manipulates its prey and the town through both mundane and psychic means. In the sense, It uses its power to maintain the prosperity of Derry despite the gruesome murders and mass disappearances that regularly occur there, thus securing its food supply.
Pennywise offers Georgie his boat back, but when Georgie attempts to reach out to it, Pennywise grabs Georgie's arm and bites it off, leaving Georgie to bleed to death in the rain.
A neighbor witnesses his disappearance, but the fact his body is never found gives Bill hope Georgie somehow survived. Pennywise prays on this in the film, using that hope to lure Bill in the finale. Bill later finds the tatters of Georgie's coat and finally accepts his brother is gone.
While it's unclear if it was ever shot, a deleted scene from the IT 2017 script saw Pennywise actually eat a baby in front of its mother. There are lots of disturbing scenes in Stephen King's original IT novel. Anyone who's read that gargantuan tome can readily attest to that fact.
They reach the conclusion that Pennywise has all of the adults under some sort of spell that prohibits them from seeing him. The adults of Derry are shown to be villainous in their own right as well. The adults of Derry are shown to be true villains of the story in the same way as Pennywise.

In the novel Georgie was left on the street to bleed to death while the full extent of his fate is fairly ambiguous in the miniseries, but here he's dragged screaming wholly into the sewer where we can assume Pennywise ate his physical body.
One of the themes addressed in IT is trauma, and how the mind tends to lock those painful memories away as defense, which is what happened to the Losers when they left Derry for the first time.
However, it's favorite and most common form is that of a circus performer named "Pennywise the Dancing Clown," as most small children love a clown and generally, it seems that the people in Derry happily accepted the presence of a stray circus performer.
In the novel, It's origins are nebulous. He took the form of a clown most frequently, Mr. Bob Gray or Pennywise, but his true form is an ancient eldritch entity from another universe who landed in the town that would become Derry by way of an asteroid and first awoke in 1715.
"The Losers Club" becomes aware of Pennywise's presence after it kills Bill's little brother, Georgie. King stated in a 2013 interview that he came up with the idea for Pennywise after asking himself what children feared "more than anything else in the world", and feeling that the answer was clowns.

Twenty-seven years after their first showdown with the murderous clown, the now-grown members of the Losers' Club converged on Derry to defeat Pennywise forever. In their final battle, the Losers' Club was able to kill Pennywise by reducing him to a child-like form as they overcame their fears.
What does Pennywise look like when he's not a clown?
In the 1990 mini-series, It's true form was a mottled brown alien with a fearsome face, not to mention two humanoid front arms complete with fingers and claws to grasp its enemies.
It describes that it prefers to kill and devour children, not by nature, rather because children's fears are easier to interpret in a physical form and thus children are easier to fill with terror, which It says is akin to marinating the meat.
