Audiences have come to know Anna and Elsa as sisters whose parents tragically died in a sea storm, but Anna was actually a peasant girl in Frozen's initial drafts, and Elsa was a dark snow queen. They were also not related in any way. Originally, Anna had planned to go to Elsa to have her heart frozen.
The characters were not considered to be well-rounded or relatable. An interpersonal and family dynamic was created once Anna and Elsa were established as sisters, an idea suggested by someone on the writing team, but no one remembered who made the suggestion.
First, Elsa and Anna are both queens by the conclusion of Frozen 2. Elsa reigns over Arendelle for three years before abdicating the crown, taking the mantle of the Snow Queen. Her sister, Anna, then occupies her sister's former throne, becoming the Queen of Arendelle.

While Frozen 2 explores the reasons why Elsa herself has magical powers, it doesn't directly address why Anna and her parents have no magical powers to speak of. Since Elsa's powers are a gift from the spirits, Anna's lack of powers may be attributed to the simple fact that she was born second.
