District 11 also seems to be one of the poorer districts; the citizens are not allowed to eat any of the crops- presumably because nearly everything is reserved for the Capitol- and Katniss Everdeen describes the local housing as poor, even compared to the Seam in District 12.
The four tributes all become victors of their respective Hunger Games. District 12, however, is still the smallest and poorest district in all of Panem. District 12's primary industry is coal mining, an industry that took the life of Katniss' father when she was just 11-years-old.
Agriculture was the main industry of District 11 as the land was covered in orchards, crop fields, and cattle farms. District 11 was one of the poorest districts and its citizens lived in small shacks in an area patrolled by Peacekeepers. Rue was one of the most notable citizens that came out of District 11.
In The Hunger Games film, District 11 citizens staged an uprising after the death of Rue in the 74th Hunger Games, having been inspired by Katniss Everdeen's compassion towards their young tribute.
During the scenes in District 12, there are numerous allusions to Katniss and her home, and it becomes clear why President Snow holds so much hate for the coaling and mining colony 64 years after he was a Peacekeeper there.
Later, District 11 shows solidarity with Katniss over Rue's death and gifts her bread shaped like a moon and covered in seeds. Katniss then forms an alliance with her fellow District 12 tribute, Peeta, and grows close to him.
If any worker was caught stealing crops, they were whipped in public, a common occurrence that Rue described the Mayor as being very strict on. In general, the Capitol tried to keep a tighter grip on District 11 because its industry and products were vital to the Capitol's existence.
Katniss and Lucy Gray are not related beyond their shared District 12 and loving hearts. Fan speculation that the two are related is tantalizing, especially following Lucy Gray's love affair with young Snow. "I've heard that fan theory often. But it's not true," says director Francis Lawrence.
Why is District 11 sending Katniss a gift a big deal?
The people of District 11 show their gratitude for Katniss' kindness by sending her a loaf of bread. This is unique in the Games' history; never before has a district sent a gift to a tribute that was not its own. This is exactly the kind of interaction that the Capitol fears.
District 1 is the wealthiest district in Panem, whose primary industry is the manufacture of luxury items for the Capitol. As a result, District 1 has a generally favorable relationship with the Capitol, although they are forced to participate in the annual Hunger Games like all the other districts.
After Katniss and Peeta won the 74th Hunger Games, they joined Haymitch in District 12's Victors' Village. Considering everything known about the 12 districts that participated in the Hunger Games, it's a fair assumption that the district with the least number of victors was District 12.
District 2 has the most Hunger Games winners, with five in total, and District 12 has the most prominent winners, including Katniss Everdeen and Peeta Mellark.
Not wanting a nuclear war, the Capitol reluctantly agreed to the terms. As such, District 13 evacuated all of its forces and population to a series of underground bunkers while the Capitol obliterated the above ground infrastructure through repeated aerial bombardment.

Snow's possessiveness extended to other people he loved, such as his cousin Tigris, demonstrating a dangerous and possessive pattern in his relationships.
Lucy Gray follows, an argument ensues and Coriolanus ends up shooting the mayor's daughter after she threatens to expose them, and another rebel named Spruce kills her boyfriend.
During The Hunger Games: Catching Fire, the three-fingered salute is still used as a gesture of goodbye, but also comes to represent the anger and grief people feel toward the Capitol at taking their children to be killed. The people of District 11 use the salute in response to Katniss' speech remembering Rue.
It is unknown whether the district was affluent or poor, although given its district industry and its status as the then center of Panem's military-industrial complex, the former is highly likely.
As Haymitch explains, Peeta does want to marry Katniss, but he wishes she wanted to marry him out of love, not just necessity. Peeta also gets angry because he feels like Katniss and Haymitch are constantly manipulating him.
He is "broad-shouldered and strong." Part of Peeta's left leg was amputated following the 74th Hunger Games, forcing him to walk with the aid of a prosthetic leg for the rest of his life. In the 2012 film adaptation, his leg is never amputated.
Peeta used the dyes to paint a picture of Rue after Katniss covered her with flowers when she died. He says he wants to hold them accountable for killing Rue, and Effie tells him that that kind of thinking is forbidden. Katniss then tells the team she hung a dummy of Seneca Crane.
