We can only guess, but Katniss may have given us a clue. Based on her description of it, District 11 isn't just shockingly poor by her standards, but shockingly oppressed as well. They suffer harsher punishments, a larger number of Peacekeepers, and a more fortified fence than what District 12 has to deal with.

District 7 is one of the 16 Districts of Panem ruled over by the Capitol. The District provides lumber, paper, furniture, and items of that sort. They aren't a very wealthy District and are often overlooked by the Capitol. It is said that the citizens of this District are "hardworking and down to earth."
During The Hunger Games: Catching Fire, the three-fingered salute is still used as a gesture of goodbye, but also comes to represent the anger and grief people feel toward the Capitol at taking their children to be killed. The people of District 11 use the salute in response to Katniss' speech remembering Rue.
The people of the districts must mask their dissent, as well. By maintaining silence when Effie Trinket asks them to applaud and by saluting Katniss, they are doing all that they safely can to protest the Capitol's dictatorship.
In Mockingjay P1, when Coin gathers D13 to announce the tributes full pardon, Katniss observes that there's hardly any children in the district. Prim explains there was an epidemic that killed most of them.
Katniss is unfazed by his flirting, and admits that while he is attractive, she has never been drawn to him. At first, Finnick appears to be another shallow puppet of the Capitol's. She says that she's never been attracted to him and that is possibly because she has found him too easy to lose.
Katniss never hallucinates about her dad's death after being stung by tracker jackers. Rue's dad doesn't start a riot in District 11 after his daughter's death. Haymitch doesn't convince the Game Maker to change the solo victor rule.
The people of District 11 show their gratitude for Katniss' kindness by sending her a loaf of bread. This is unique in the Games' history; never before has a district sent a gift to a tribute that was not its own. This is exactly the kind of interaction that the Capitol fears.
I think the cruelest part was forcing the kids to kill each other. Not to mention making their families watch, making them anticipate and celebrate it, the whole forced "in love" thingy..and more. Just the cruelty of it all.
Those who lived in District 1 were some of the wealthiest citizens of Panem. Tributes from District 1 were known as "Careers" because they trained for years before competing in the Hunger Games, using their wealth and status to become elite warriors and get a leg up on the competition.
District Zero was a part of Panem in its early days, but quickly grew too powerful and was disowned by the Capitol. The District struggled to survive at first, but soon managed to support itself and thrived.
Destruction. At the end of Catching Fire, Gale sees Katniss on her way to District 13 and informs her that there is no District 12. The district was destroyed with incendiary bombs by the Capitol, with only the Victors' Village spared.
Why didn't Katniss want Peeta's name called? Because he's one of the few people in her life that has shown her kindness and she never got to thank him for it.

Rue, the girl tribute from District 11, is small and reminds Katniss of Prim. Rue is able to hop from tree to tree like a squirrel, a skill that helps her outrun and evade her competition. She tips Katniss off to the tracker jacker nest that saves Katniss' life.
District 11: District 11 was said to be composed of a very large area, possibly the entire Southern region of Panem. Agriculture was the main industry of District 11 as the land was covered in orchards, crop fields, and cattle farms.
Both Morphlings die during the Hunger Games in Catching Fire, after the female tribute from District 6 protects Peeta from the monkey mutations that attack the tribute. She dies in Peeta's arms while looking at the sunset.
With Peeta's help, she leans down into the mouth of the Cornucopia and finds a savagely bloodied Cato lying at the back. He mouths the word "please," and out of pity, not vengeance, she shoots the arrow into his head, killing him instantly.
He also gave Katniss a chance to run free instead of killing her as a peace offering for protecting Rue. Cause of Death: Once he avenged Rue, Thresh was killed off-screen by a pack of wolf-like mutts designed by Gamemakers to hurry along the end of the games.
