There was a plan to break them out of the arena once Snow announced the Quell. The victor tributes from 3, 4, 6, 7, 8, and 11 all had knowledge of the plan, which explains why it seemed everyone was working to protect her and Peeta.

Instead, Katniss wants to protect him and bring him home because she has strong feelings for him, even though she isn't sure what those feelings mean. Gale's hug and kind words when she returns home are a direct contrast to her newly established plan to save Peeta because of her feelings for him.
The plan is to break the victors out of the game and start the rebellion. They need Katniss because of her power and influence, but they know she won't join if Peeta dies, so they work to protect them both during the Quarter Quell.
Given that she is willing to make the ultimate sacrifice to protect Peeta, it's safe to assume that the Morphling was committed to the rebel cause. Like the other victors, she knows the power that Katniss has as a lightning rod for the rebellion, and she knows that Katniss will not help without Peeta.
Though Katniss began her journey in the Hunger Games seeing Peeta as a potential weight that would slow her down in the arena, she came to realize that he was a genuinely good person, and she didn't want to lose him. In Hunger Games: Catching Fire, Katniss grew to admire Peeta even more.

Did Katniss love Gale or Peeta?
Katniss's focus on survival and her family's safety prevented her from fully considering romance, but her feelings for Peeta and Gale diverged in the end. Katniss ultimately chose Peeta because he understood her trauma and she didn't want to lose him, proving her love for him.

When he was 16, Haymitch was reaped for the Second Quarter Quell, wherein four, instead of the normal amount of two tributes from each district participated. He became an ally to a girl named Maysilee Donner, the original owner of Katniss' symbolic mockingjay pin, but was later forced to watch her die.
Katniss doesn't trust him at first, mostly because Finnick is very flirtatious and seems to be working an angle. But as they work hard to survive in their second competition, Finnick becomes an ally who joins the revolution.
Finnick was willing to give up Mags to save Peeta because he needed to, to convince Katniss they were on the same side. He receives a large cut in his leg when he was trying to save Peeta. During the events of Mockingjay, Finnick shows concern for Peeta, and goes out of his way to save Peeta's life again.

Mags Flanagan became the first victor from District 4, living off of nuts and her survival skills by creating fishhooks. She was also the first victor to move to Victor's Village before serving as a mentor.
Peeta used the dyes to paint a picture of Rue after Katniss covered her with flowers when she died. He says he wants to hold them accountable for killing Rue, and Effie tells him that that kind of thinking is forbidden. Katniss then tells the team she hung a dummy of Seneca Crane.
He has betrayed her and is betraying all of District 12 by buddying up with the Careers, whom she calls the "Capitol's lapdogs." She decides that if the Careers don't kill him, she'd be more than happy to. Then, she wonders why Peeta hasn't told them about her bow and arrow skills yet.
Like Katniss, Peeta ended up back in District 12, which was still recovering after being firebombed. By that point, Peeta greatly recovered from the brainwashing, but he still had PTSD from having his mind hijacked. Being in close proximity to Katniss was greatly beneficial as they relied on each other to heal.

As they discuss District 12, Peeta spirals out of control, blaming Katniss for the district's destruction and accusing her of being a mutt created by the Capitol to use against everyone. Heartbroken, Katniss tells Haymitch and Plutarch that she can't stay in District 13 anymore.

After winning the games, Snow forced Finnick into prostitution and sold his body to Capitol residents to gain their trust. Finnick only agreed to take part because Snow threatened to torture his loved ones. Even though he bedded several women throughout his time as a victor, Finnick's love for Annie remained true.
Finnick learned many secrets, including that Snow, in his rise to power, poisoned his adversaries but to divert suspicion often drank from the same poisoned cup followed by an antidote that only Snow used. Segments of the propo of Katniss and Finnick are aired.
In the 75th Hunger Games, Finnick Odair from District 4 had a token that was a gold bangle with a flame pattern. This token was first given to Haymitch Abernathy from Effie Trinket as a sign of them being a team. Haymitch gave it to Finnick to tell Katniss to make him an ally, as he could later help her in the games.
