Every effort the Capitol made to eliminate and discredit Katniss only served to fuel her power as a symbol of rebellion and undermine its control over the Districts. While Katniss may not have been the leader of the rebellion, she was undoubtedly the face of it, and the mockingjay had a lot to do with that.

Throughout the series, Katniss and Peeta fluctuate between a platonic and romantic relationship. For a period in Mockingjay, Peeta is brainwashed by the Capitol to hate Katniss and try to kill her. But he recovers, and in the epilogue, we learn that Peeta and Katniss are married with two children.
He jokes with her, whispering that it's okay to kiss him since they're madly in love, but once Katniss begins to clean him in the stream, she can see how weak he is.
Peeta had experienced the same trauma, which meant that Katniss could trust him with her feelings, and confide in him in a way she couldn't with those who merely saw her as the Mockingjay, a symbol of rebellion. Their connection deepened as a result.

She remembers that they did indeed promise not to lie to each other anymore, and she realizes that Snow wasn't lying to her about Coin's role in the parachute bombing. He has no reason to lie to Katniss. His death is certain, but the future of the Capitol is not.
Along the way, Snow goes on a journey of self-discovery as he grapples with his blossoming feelings for Lucy Gray and his hunger for power. Though he straddles the line of good and evil throughout the film, he eventually transforms into the villainous President Snow we all know by the end of the movie.

The plan is to break the victors out of the game and start the rebellion. They need Katniss because of her power and influence, but they know she won't join if Peeta dies, so they work to protect them both during the Quarter Quell.
