The people of District 11 use the salute in response to Katniss' speech remembering Rue.
As for Panem's government structure after the events of The Hunger Games series, it was insinuated that Paylor set up a constitutional republic. This allowed the nation, including the encompassing districts, to thrive like they never had in their long history.

Panem is thought to be the last living civilization in the Hunger Games series, as the rest of the world is not directly mentioned. Earth is believed to have suffered from climate change, overpopulation, and destructive wars, resulting in the rise of sea levels and the collapse of modern civilization.
The 100th Hunger were the 5th Quinquennial Quell and were held in an arena known as "The American Nightmare" and lasted for 3 days. The main events were rotating weather. This year's victor was Tritica MacDonald, aged 17, from District 9.
After Maysilee was killed, Haymitch faced off against the last remaining tribute, a girl from District 1. Although his opponent nearly got the upper hand, Haymitch outsmarted her by leading her to the force field and dodging her ax throw, causing it to bounce back and kill her.
Rue, the girl tribute from District 11, is small and reminds Katniss of Prim. Rue is able to hop from tree to tree like a squirrel, a skill that helps her outrun and evade her competition. She tips Katniss off to the tracker jacker nest that saves Katniss' life.
Panem is located on the continent of North America, with its territory encompassing areas formerly controlled by the former United States, Canada, and Mexico. The administrative center of the country, the Capitol, is located in the Rocky Mountains.

Fans of the popular The Hunger Games trilogy know that the stories are set in Panem, a futuristic area previously called North America, with a capital located somewhere in what was known as the Rockies. Panem is divided into districts, each of which has a primary industry.
Also note this is a post-apocalyptic story, which means dealing with a massively reduced population by default. Even if we are generous and say the population of the US was only reduced by 50%, that would mean that Panem's military would only barely top 1 million (US military is about 2.2 million).
While in the woods, Haymitch runs into three career tributes. He's outmanned but not outgunned as he quickly kills two of them with his knife. The final tribute manages to disarm him, and as they go in for the kill fellow District 12 tribute Maysilee Donner kills the career with a dart.
With the last killing occuring before an hour had even passed, these games shocked the Capitol audience and are the quickest in the history of the games.
Toward the end of the novel, Katniss realizes that Haymitch has been keeping information from her and using her to help the rebellion, causing her to feel extremely betrayed. On the other hand, his goals are generally good ones.
Why does Katniss shoot the apple in the pig's mouth?
Furious that they're paying more attention to a dead pig than a teenager with her life on the line, she shoots an apple directly out of the swine's mouth – it's an "I'm not gonna be ignored, Dan" moment if there ever was one.
Katniss never hallucinates about her dad's death after being stung by tracker jackers. Rue's dad doesn't start a riot in District 11 after his daughter's death. Haymitch doesn't convince the Game Maker to change the solo victor rule.
Why does Katniss scream Peeta's name at the end of Chapter 18?
Under the new rule, tributes from the same district will both be declared winners if they are the last two left alive. Katniss, realizing that she and Peeta can both survive, immediately calls out Peeta's name.
Ultimately, Dr. Gaul considered these games a disaster, presenting the Capitol as far too vulnerable. She erased all recordings of the games, keeping only a master copy in her own personal vault for her own purposes.
"In the 4th Quarter Quell - which is this year - as a reminder to the Districts that they Capitol is all-powerful, 24 Greek Demigods between the age of 12 and 18 will be Reaped." The Demigod children have been divided into Districts according to their Godly parent. The Districts are listed in the Tribute table.
As punishment for a failed revolt many years before, each district must annually choose two tributes, one boy and one girl between the ages of 12 and 18, to fight to the death in the Hunger Games. The event is televised across the Capitol and all districts until only one victor remains.
