The relationship between the Kree and the Skrull changed in a massive way during the EMPYRE (2020) event. In this cosmic epic, the two warring species formed the Kree/Skrull Alliance to stop the Cotati, the thwarted alien race that played a key role in their shared history.
The Kree and the Skrulls have an intense hatred for one another, and it all started with an intergalactic contest. As detailed in Avengers #123 (1974), the conflict began millions of years ago when the Skrulls visited the planet Hala. At the time Hala was home to two species, the Kree and the Cotati.

Biography. Tony Stark's best friend, James Rhodes, is one of the few to wear the Iron Man armor, other than Tony Stark himself. Although he initially took on the role when Stark was dealing with his demons, Rhodes has reprised the role over the years.
Summary. Terrence Howard was initially intended to continue playing James Rhodes/War Machine in the Marvel Cinematic Universe but was replaced by Don Cheadle in Iron Man 2. Howard's departure from the role was partly due to a significant decrease in pay, which created tension between him and Robert Downey Jr.
Skrull Physiology: "Coulson" was a Skrull who was not a carbon-based life-form and possessed a wide variety of superhuman abilities, most notably shapeshifting. Superhuman Strength: Like the rest of his species, "Coulson" possessed superhuman strength, allowing him to overpower Nick Fury and nearly choke him out.
Since so little time separates Ross' breakout and a Skrull assuming his identity, it looks like Okoye may be a Skrull or a Skrull assuming her identity as well. If the latter, Gravik and his Skrulls could be holding both the former General of the Dora Milaje and a CIA Agent prisoner in New Skrullos.
So, the implication would be that Rhodey has been a Skrull since the events of Civil War, meaning the character we've been following on screen since 2016, nearly a decade in MCU years, has been an imposter this entire time.
The Skrulls' greatest warrior is Kl'rt, the Super-Skrull, who was artificially augmented to have the same powers as Earth's Fantastic Four. Super-Skrull eventually becomes crowned emperor of the Skrulls. The Skrulls' first journey to Earth brought them into conflict with the Fantastic Four.
