The Armored titan. There's no way Levi can win this, because ODM blades have no effect on it. and even if Levi had Thunder spears, he couldn't beat the armored because remember how many thunder spears were needed to take it down?
The Armored Titan has high health with low-moderate mobility. It is essentially immune to blades and bullets and can use unstoppable attacks with hyper armor. Although, only Levi can cut through its armor.
Reiner always knew that Levi was a threat and warned his comrades about him. For the majority of the series, Reiner would certainly lose. However, toward the end of the manga, Levi was severely injured, so Reiner would have had a chance then, though it wouldn't be a fair fight.
So in my opinion,levi goes 6/9 (5/9 if the attack titan is eren from s4.) the colossal titan can just nuke levi,the war hammer titan can hold out until levi is helpless and the founding titan is just too op for levi to even get it a proper challenge.

Is Levi the strongest non Titan?
1 Levi Ackerman
He's arguably the best Ackerman in the anime. Levi's abilities allow him to excel in fighting not just titans but also human enemies. He's also the only non-titan character in the anime to take down a Shifter Titan single-handedly as was shown when he defeated Zeke in Beast Titan form.
It is later revealed that Kenny was Levi's uncle, who took care of the latter after his mother, Kuchel Ackerman died. After teaching Levi how to fight, he abandoned him feeling that he could not be a good parent to Levi.
Naruto and Levi may be equally matched in terms of physical strength thanks to the Ackerman's supernatural bloodline, but even with his many years of experience fighting titans, Levi has never faced anything like Naruto.
In theory, Levi's blades would be effective against Luffy since they're considered slashing attacks. However, Luffy's armament haki provides an impervious barrier to shatter his opponent's swords if he's struck at all.
Levi is both physically stronger and more experienced than Eren. Levi also has more wits and combat ability. Even if Eren was able to gain the upper ground in the fight, he would probably make a dumb decision and Levi would slice him up fidget-spinner style.
With Kenny, we can't really know. He's obviously really strong, and although Levi eventually beat him in battle, he has much more experience than both Levi and Mikasa. Plus, when Levi beat him, he wasn't in his prime anymore. Also, Levi didn't kill him, he just injured him.
Reiners armour was created for a time period that was long gone, and so its only natural that advancements in technology would be capable to harm reiner's armour. His armour isn't suited for battles any longer. The whole purpose of the armoured titan is to provide protection.
Levi would be able to beat any Titan Shifter (other than the Founding Titan), on the condition that they don't encase themselves in that unbreakable hardening material. Unfortunately the Warhammer has arguably the best hardening mastery of any shifter, so Levi couldn't break through and kill it.
At the end of the manga, Levi is still alive, though he is no longer in any condition to fight as he is now in a wheelchair and lost a couple of his fingers, making it harder for him to hold a weapon. Rather than being a fighter, Levi now spends his time with Gabi, Falco, and Onyankopon.
Levi did not become a Titan, and he probably will not since he's an Ackerman and they are a minority bloodline. Since the Ackermans are not subject to memory loss like the majority of people inside the Walls they are probably not Subjects of Ymir, which would mean they could not be turned into Titans either.
Levi Ackerman is a prime human but he is still a regular human. Tanjiro is not he is a superhuman with breaths. He is able to preform feats Far above anything a regular human can. So while Levi might be able to put up a good fight he is totally out classed.
He still has over a decade more of experience than she does and he is still considered Humanities' Strongest, not to mention he is her superior. Biologically, men are usually stronger than women, so there's also that. She might have gained four more years of experience, but so has he.
Levi can win against her no matter how bulky or strong Mikasa is. Even if she is angry or filled with rage, Levi can handle her in a hand-to-hand combat. This is because Mikasa can be reckless and all she thinks is the damage that has been done to the one she loves the most.
Even as a child, Itachi is stronger than Levi. Itachi is simply too strong for any AOT character, as an adult he could exterminate all the characters, other than kill Levi.
The legendary Uchiha can also use his powerful Fire-Style to burn Levi to a crisp, and if that somehow doesn't work, he can always use his Susanoo. The Susanoo is a massive ethereal avatar that can protect Madara from virtually any attack, and Levi's blades would shatter after hitting its armor.
Without a doubt, Eren is one of the strongest fighters in his series. Still, he can't take on someone like Naruto. After all, Naruto almost destroyed the moon with a simple punch, a feat that Eren could never hope to achieve.
Levi hates Zeke because Zeke destroyed the scouts. During the battle at Shinigashima District, Zeke completly wiped out a city and destroyed almost all the scouts: the only remaining scouts are Levi, Floch, Eren, Armin, Hange, Mikasa and the rest of Levi Squad.
And the idea of Levi hating Eren, well, that is not so evident— but with some analysis, one can speculate that he "disliked" Eren at best, due to his initial suspicion of him. Levi has also called Eren a monster on multiple occasions due to his uncontrollable nature and strength.
The reason why Levi Ackerman is so short is that when he was a child, Levi was extremely malnourished. Apart from that, since he spent most of his childhood in the Underground, Levi lacked access to direct sunlight, limiting his vitamin D intake, which is crucial for his physical development.
