The Tower was designed and built by Victor Stone and patterned after the original Titans Tower which was designed by his father Silas Stone. Titans Tower has been the scene of several battles between the Titans and their foes.
Debuting in 1980 in DC Comics Presents #26, in which the New Teen Titans were introduced, the original Titans Tower was built by Cyborg's father, Dr. Silas Stone, on an island in New York City's East River.
While never explicitly discussed, its been hinted at many times over the years that the owner and benefactor of the Teen Titans and their Titans Tower is none other than Bruce Wayne himself. And, well, it makes complete sense.
In most continuity versions of the team (Pre-Crisis, for example) can be answered by saying Bruce Wayne (Batman) provided the funding for most of the land acquisitions and technical resources (assuming they were not built by the Titans themselves) for the team in its early days.
Titans' version of Bruce Wayne, played by Iain Glen, feels quite different from what fans are used to. Though the character isn't in too many episodes, since the show revolves around Dick Grayson and Jason Todd, the character appears enough for the viewers watching to notice all the differences.

The decision to cancel the series came just after the writers and Walker were spitballing ideas for what they'd expected to be a fifth season. These stories included reincarnating Jinx (Lisa Ambalavanar), an ally in season 4 who died during a battle with May and introducing Terra, a character from the comics.
