Once Thanos was defeated, Bucky failed to share his adulthood with his best friend and never got a chance to make up with Tony. Bucky Barnes has established himself as the MCU's most tragic character because of the life he had lived and the lack of control he had in it.
However, while Tony did make amends with Steve, he wasn't able to do so with Bucky. In fact, they didn't even get to have any interaction before Iron Man's death.
In his own way, Bucky tried to tell Tony that the Starks weren't forgotten and weren't insignificant to him. But given his conditioning and how traumatized he was…the kind of apology one might ask for wasn't going to happen.
He and Tony had a tumultuous history, Bucky having being the one who killed Tony's parents while under Hydra's brainwashing. They ended up nearly killing each other during Civil War. Since Bucky wasn't originally planning on going to the funeral, he didn't have time to get dressed.

The answer is Harley Keener, played by Ty Simpkins. Harley is the kid from Iron Man 3, the one who helped Tony when Iron Man crash-landed in Tennessee. That movie took place in 2013, and remember, the funeral happens around 2023 because of the five-year time jump. That explains why Simpkins is barely recognizable.

Was Bucky brainwashed when he killed Tony's parents?
He left a video for Stark to watch, showing the brainwashed Barnes killing Tony's parents. Rogers admitted that he had known Barnes was responsible for the Starks' death, but had hid it from Tony. In a fit of rage, Iron Man attacked them both, while Cap continued to fight for his friend.
The kid is none other than Harley Keener, as portrayed by the fantastically named actor Ty Simpkins. We were first introduced to him when he somewhat randomly crossed paths with Tony during the course of the third Iron Man movie, when the superhero found himself without working armor in scenic Rose Hill, Tennessee.
Bucky owes his youthful appearance to repeated cryo-freezes orchestrated by the Russians. He possesses no super powers and never received a form of the Super Soldier Serum as many assume, but continues to operate at peak human ability.
The Winter Soldier was pulled in and out of cryostasis by Hydra. So, Bucky was about 28 back in 1945 when he was turned into the Winter Soldier, and he also kept aging during all of the time he was out of cryo for missions. There's also considerably more mental wear and tear on Bucky than Steve, which has aged Barnes.
Tony uses the nickname “Manchurian Candidate” for Bucky, Cap's childhood best friend who was brainwashed by the government to become a feared assassin named “the Winter Soldier.” He killed Tony's parents and was sent after Cap before Cap snapped him out of it.
Before he deals a killing blow he asks: “Do you even remember them?” To which Bucky replies: “I remember all of them.” For Tony the response is further reason to finish the job. For audiences it's a reminder that Bucky is still haunted by the killings he had no choice in committing.
Tony manages to get a hold of Bucky at one point and says "Do you even remember them?" Bucky replies with "I remember all of them." signaling to everyone that he still retains his memories from his time as the Winter Soldier and all the people he has killed.
Bucky was a hero who fought alongside Steve Rogers in World War Two. But when he was captured and brainwashed, he became an assassin known as the Winter Soldier. It took him a long time to become free and after that, he had a hard time dealing with the things he had to do while he wasn't in control of himself.
Tony does know that Bucky claims he is brainwashed (hence the Manchurian Candidate reference), but he doesn't believe him, which is why he doesn't hesitate to try to kill Bucky once he learns of the real cause of his parents death.
Black Panther enters the movie as a loving son. When the Winter Soldier supposedly kills his father, he goes out for revenge, looking for his father's murderer. After trying to kill Bucky several times, he discovers that it wasn't him, and he forgives Bucky.
Bucky Survived Through Cryogenic Freezing And The Super-Soldier Serum. After surviving his fall from the train, Bucky would be kidnapped by a HYDRA cell in the Soviet Union, and then placed in the same super-soldier experimentation that Steve was.
After Bucky's first arm was destroyed by Iron Man, he didn't use another prosthetic for a while. It was only until Thanos' attack that he accepted another one from the Wakandans.
Taking the experimentation, cryogenic freezing and time skips into consideration, Bucky is physically somewhere in his mid-30s by the time The Falcon and the Winter Soldier takes place, making him appear seventy-some years younger than his chronological age.
In the comics, the impetus for Rogers passing the mantel on to Sam Wilson is that his serum is neutralized. This causes Rogers to age rapidly and he appears as the old man he would have been if not for the super serum halting his aging.

In an alternate 1949, Carter was met by Rogers after completing his tasks. They lived a happy life together and were married. Steve still wore his wedding band when he reunited with Sam Wilson in 2023, but Steve chose to keep the details of his life with Peggy to himself rather than sharing them with his old friend.
