No, Cinna does not die in Mockingjay. He is executed for treason in Catching Fire. Right before Katniss is sent up into the arena, she sees the Capitol guards attack Cinna. They drag him away, presumably to be killed.
Sadly for him, President Snow has him killed in Catching Fire for his support of Katniss. Even worse, the strike comes as Cinna waves goodbye to her, just before she's placed in the Quarter Quell.
