3 Hulk Managed To Bring Back Everyone Lost During The Blip, Except For A Few. Hulk successfully brings everyone back (in a safe location) that had been dusted five years prior in Thanos' Snap. Unfortunately, despite trying, Hulk was unable to bring back those who had been killed outside of the Snap.
On Earth, the Snap led to a five-year period in which the world fell into societal collapse and many countries abandoned their national borders. In 2023, the victims of the Snap were resurrected by the Avengers, after they went back in time to alternate timelines to acquire their own set of Infinity Stones.
The Time Heist in Avengers: Endgame allowed the surviving heroes to get the Infinity Stones and with the help of a Nano Gauntlet developed by Tony Stark, Bruce Banner, and Rocket Raccoon, Smart Hulk undid Thanos' snap.
He says that the radiation that occurs from the stones while doing the snap is mostly gamma, and that he was pretty much built just for this moment. Could Tony have survived the snap?
Would Tony Stark have been able to snap the gauntlet and survive if his suit had been made entirely of vibranium/uru? No. He had to be connected to the stones in order to use them and that connection would kill him if he used them all at once.
Thanos wasn't a would-be god who sacrificed trillions for the sake of love, he was a cosmic villain who killed all those life forms for no other reason than because he could, and he wanted Uatu to watch. And it was for this dark reason that Thanos made the Watcher immune to his Infinity Snap.

If 50% of all the Earth's lifeforms were to disappear, there would not only be fatalities as a result of people vanishing out of thin air, but there would be notable changes to the Earth's environment. If the ecosystem is changed, then the food chain is changed, and perhaps the entire landscape of the planet as well.
Why couldn't he heal his arm afterward? It wasn't only releasing gamma, it was just mostly gamma. The stones are so powerful that even the hulks amazing regeneration wasn't enough to heal him, at least not by the conclusion of the film.

Hulk's snap was different, and arguably more difficult. He was bringing everyone back and also trying to break the power of the Soul Stone. That's enough to tear up anyone.
So while the MCU's Hulk may never go back to being angry the same way he was before, Bruce has a new set of personal demons to deal with that can have lasting repercussions on the MCU.
