Finnick shares with her the first time he knew Katniss did indeed love Peeta, during the 75th Hunger Games when he ran into the force field and almost died.
Finnick is also a loyal friend to Katniss and Johanna, whom he acts as a mentor to throughout various Games. However, his most important relationship is with his one true love, Annie Cresta.
Katniss is unfazed by his flirting, and admits that while he is attractive, she has never been drawn to him. At first, Finnick appears to be another shallow puppet of the Capitol's. She says that she's never been attracted to him and that is possibly because she has found him too easy to lose.
Finnick, along with Mags (who volunteered for Annie) were the tributes for District 4 in the third Quarter Quell. He met Katniss Everdeen at the Remake Center before the opening ceremonies and flirted with her, informing her that his lovers in the Capitol pay him not with money but with secrets.
Chia Mags kisses Finnick on the mouth to briefly let him know that this is the last time she will see him. It's her way of saying "Goodbye" but in a more affectionate way.
Before he rescued Peeta, Katniss saw Finnick as a threat and someone she will eventually have to kill. However, she admits she will never be able to kill him because he saved Peeta. She won't be able to look past the debt she owes him for saving Peeta's life.
Did Peeta actually have a crush on Katniss before?
Often, he would stare at her in school. Sometimes Katniss would make eye contact with him, only for his eyes to quickly flit away. During an interview with Caesar Flickerman preceding the Games, Peeta admits on national television to having a long-standing crush on Katniss.
The films, trying to be as faithful to the source material as possible, naturally had to include Finnick's death as well. In this sense, Finnick is the perfect candidate for upping the stakes of the plot via his death, as his hope for a future with his partner Annie made his demise seem even more untimely.
Katniss made the choice to build her future with Peeta. If she didn't love him, she wouldn't have made that choice. Katniss made her whole world about getting the people she cared about to the next day, her choice to survive with Peeta proves her love for him.
After winning the games, Snow forced Finnick into prostitution and sold his body to Capitol residents to gain their trust. Finnick only agreed to take part because Snow threatened to torture his loved ones. Even though he bedded several women throughout his time as a victor, Finnick's love for Annie remained true.
Finnick learned many secrets, including that Snow, in his rise to power, poisoned his adversaries but to divert suspicion often drank from the same poisoned cup followed by an antidote that only Snow used. Segments of the propo of Katniss and Finnick are aired.
Katniss here's this and understands that even though she may not love Peeta (then) that it's one less person who has to die. (At least that's what I have always thought.) Katniss realizes that if she pretends to be in love with Peeta people will want the capitol to let them survive.
At an unknown point in time years before the 74th Hunger Games, she was personally fired by Snow, the stated reason being due to her being too surgically enhanced.
On March 23, 2011, Lionsgate began casting the role of Peeta for the film of The Hunger Games. According to The Hollywood Reporter, contenders for the role included Josh Hutcherson, Alexander Ludwig (later cast as Cato), Hunter Parrish, Lucas Till, and Evan Peters.
In the arena, Peeta loves Katniss for the same reasons we love Katniss, multiplied by a lifetime of silent longing. Yet he's really only known her for a month. He's 16 years old and very much caught up in his crush. He loves an image of Katniss, and he's imagined this role for himself as epic lover.
Although his feelings are genuine, he is hurt to discover that Katniss' were not entirely. He and Katniss become friends despite the fact that they are forced to use their fake romance to both placate and subvert the capitol during their Victory Tour and the 75th Hunger Games.
During the supposed execution of Snow, she instead shoots Coin, due to her being responsible for Prim's death. She then attempts to kill herself with the suicide pill attached to her uniform, but Peeta stops her.
In the 75th Hunger Games, Finnick Odair from District 4 had a token that was a gold bangle with a flame pattern. This token was first given to Haymitch Abernathy from Effie Trinket as a sign of them being a team. Haymitch gave it to Finnick to tell Katniss to make him an ally, as he could later help her in the games.
Finnick rushes to resuscitate him as he knows he needs Peeta alive to keep Katniss going. Another clue that he is in on the rebel plan comes when Katniss is about to kill him with her arrow, and he tells her, "remember who the real enemy is," which is something Haymitch said to her before the games.
It's clear that Katniss felt comfortable around Cinna and that she cared for him deeply, and he also cared a lot about her. They often felt like friends, and when he died, it was such a traumatic thing for fans and Katniss.
While the Hunger Games film never talked about it, the Catching Fire novel explained why she could only communicate through hand gestures. Katniss briefly mentioned that a previous stroke could have caused Mags' garbled speech. However, post-traumatic stress disorder could have also caused her speech incapacity.
Katniss's focus on survival and her family's safety prevented her from fully considering romance, but her feelings for Peeta and Gale diverged in the end. Katniss ultimately chose Peeta because he understood her trauma and she didn't want to lose him, proving her love for him.
