Gale was responsible for creating weapons that would trigger a second wave of bombs to target first responders and combat healers. This invention potentially ended up killing Prim, but even if he wasn't directly responsible, Katniss found this tactic so abhorrent that she lost her affection for him.

Even if Gale didn't intend to murder Prim specifically, he certainly intended to murder somebody. The two-phase bombs that he and Beetee invented were very clearly made with the intent of targeting medics and other civilians trying to save those wounded during the first phase of bombing.

During the supposed execution of Snow, she instead shoots Coin, due to her being responsible for Prim's death. She then attempts to kill herself with the suicide pill attached to her uniform, but Peeta stops her.
So when he said 'I'm with the Mockingjay' it meant that he trusted that the Mockingjay (as the face of the rebellion) would do the right thing for the cause they had both fought for.
Just before Katniss goes before the audience for the homecoming banquet, Haymitch gives her a hug and whispers that the Capitol is furious with her for making them look like a joke. Her only defense can be that she was so madly in love with Peeta, she didn't care how her actions might reflect upon the Capitol.
It is likely that he is a relative of Hilarius Heavensbee. In the Mockingjay - Part 2, Plutarch appears to smile as he looks at Coin's dead body, suggesting that he approved of her death.
Although she will never know for sure, Katniss does recognize that she cannot be with Gale. She will never be able to forgive him for his idea — the parachute bombs — that killed Prim.
On the other hand, while Gale also wants to create a better world, he tends to be more violent. Gale is resentful and believes the ends justify the means. While Gale's strength was necessary to win the war against the Capitol, Peeta's peaceful personality is ultimately what Katniss needed in a person.
At the end of Mockingjay, Gale relocates to District 2 and begins working in the district's government. He helps train replacements for the Capitol's Peacekeepers.
