What is the relationship between Harry and Cedric?
Cedric and Harry had a friendly relationship, though were not that close. In Harry's third year, he competes against Hufflepuff in a Quidditch Match. Cedric is the new captain and seeker for the Hufflepuff team. During their game, Harry becomes incapacitated by Dementors, and Cedric catches the snitch and wins.
In her fifth year, Cho was asked to the Yule Ball by Cedric Diggory, a Hufflepuff student a year above her; the two began dating as late as after this. Because Cho was the person Cedric would miss most, she served as his hostage during the Second Task of the Triwizard Tournament.
The handsome Hufflepuff Quidditch Captain was by far and away the Hogwarts favourite, not only as a competitor for the trophy but also as a pin-up. Good hearted as he was heroic however, Cedric was devoted to his girlfriend, Ravenclaw, Cho Chang.
Thus, their relationship was already strained when Marietta Edgecombe betrayed the D.A. and Cho stood up for her, angering Harry. After that, their relationship simply “fell apart”.

When we see cedric diggory he is in his 6th year at Hogwarts in the Goblet of fire. In the book he is only just turned 17 at the time of the tri wizard tournament ,making him 3 years older than harry.
He didn't want to make Harry uncomfortable; after all, they live together, eat together, work together and even share ownership of a temperamental cat. Harry just laughs, “I'm in love with you too, you git.” Draco kisses him, putting years worth of pent-up longing into one moment.
In Harry Potter, JK Rowling confirmed that Draco was actually in love with Hermione but didn't know how to fully express his emotions. If things were different and he told Hermione about how he felt, do you think they could've had a chance? No.

Cedric was in fifth year, not fourth. This puts him as a sixth year in Goblet of Fire, but he turned seventeen in time to enter into the Triwizard Tournament. It's possible you've mistaken him for Cho Chang, who was mentioned as a fourth year.
Ginny did! She has huge crush on him even before starting school at Hogwarts and that continued over the years. In fact, there's a line in the book where Hermione explains her that she should date some one until Harry's reciprocates.
Harry's love for people even made him offer Voldemort a final chance of redemption. Harry Potter's love for Ginny Weasley (his future wife) made her the last person he thought about before facing his own death.
Three reasons: 1. Cho and Krum were both pretty insecure about their relationship with Harry and Hermione, respectively. Krum/Hermione was a somewhat awkward fling, what with Krum being and exchange student and Hermione having a sort of surface interest in him.
