In an effort to undermine the cloned Palpatine from within & to better understand his Father's fall to the Dark Side, Luke joined the Dark Side. However, he must have underestimated the Dark Side's power on its adherents, so he came very close to falling completely.
While villains such as Vader and Kylo have used mind probing to undermine their enemies, Luke himself strayed into the dark side when he betrayed his nephew in The Last Jedi's flashback. Mark Hamill criticized these changes to Luke's character because it defies everything Luke symbolized in the original trilogy.
After being defeated in battle, Darth Vader offered Luke a choice; he could join him, finish his training using the Dark Side of the Force as his apprentice. Luke accepted and finished his training as a Sith Lord.

' Luke may be angry at Vader, this metallic heartless monster on the ground… but his love for Anakin is greater. He makes the hard choice and turns his back on the Dark Side, the easy path. He lets go of his fears and his anger and shows compassion.
One idea was that, upon taking off Vader's helmet, Luke would place it on his own head and state that he was Vader now. From there, he would go on to destroy the Rebel fleet with his new resources. George Lucas immediately shot the idea down, stating that the movie was supposed to be something enjoyable for kids.

The light side is said to be stronger than the dark, but Palpatine's connection to the Force appears to have grown far stronger in Return of the Jedi. So while Luke may have bested him in terms of athletics, Palpatine's Force-powers could very likely give him the victory.
As such, the fact that they forced each other out of what was likely the World Between Worlds is quite impressive, confirming Luke's equal status to Anakin's Chosen One as the galaxy's New Hope.
The fight ends with Braga convincing Darth Sajar to abandon the Dark Side and instead become a part of the Jedi Order. Since then, Sajar had become Braga's Padawan and began his studies of the Light Side.
In both timelines, Luke has astounding aptitude in the Force, but his brief training under Obi-Wan Kenobi and Yoda, combined with his many adventures as a Rebel pilot, helped him hone his skills as he established a new generation of Jedi in canon and a New Jedi Order in Legends.

There are two components to the Chosen One prophecy; their origin, and their mission. The Chosen One is a specific individual who shall be "born of no father." Rey's father may have been a failed clone of Palpatine, but he was a father nonetheless, and thus Rey cannot meet the criteria to be called the Chosen One.
While Vader may be stronger, Luke had several advantages of his own. He was both swifter and nimbler than Vader. But the biggest edge was that Luke didn't give in to his hatred and anger.
