The Easterlings, or "Swarthy Men", sided openly with Morgoth as of FA 472; nothing is told of the forming of their culture. The descendants of the "Black Men", the Haradrim, would fight on Sauron's side millennia later against the descendants of the Edain.
While the Three Houses of Men fought alongside the Valar, many other Men from the East fought for the forces of Morgoth and were either destroyed or forced to flee back to the far eastern parts of Middle-earth.
Some time later, when men first arrived in Beleriand, it was revealed that Morgoth had left Angband and walked among the fathers of Men. Hoping to corrupt them to his service, he spread his lies among them, and found them to be considerably easier to sway than the Elves had been.

Who did Morgoth fear the most?
It was said that Morgoth hated and feared the House of Fingolfin the most of the three Houses of the sons of Finwe, and he feared most Fingolfin's son Turgon, as it was prophesised that from the House of Turgon would his doom come.
Eventually, Morgoth was bound in chains by the Valar and thrown into the Void, leaving the permanent damage his evils had done, and his former lieutenant Sauron, to trouble the world. One day, according to a prophecy, Morgoth will rise again in great wrath, but he will be destroyed in the Dagor Dagorath.
However, near the end, Morgoth had dispersed so much of his own power into the world, that (Tolkien wrote in a private letter) he was actually weaker than Sauron. Sauron made torture a specialty. Morgoth tortured people too, but Sauron was really into it.

From a technical sense, Sauron and the Balrogs were Maiar, not Valar. That meant that they were designed as lesser beings from the beginning of time. Thus, in their original forms, Morgoth would have easily defeated Sauron in a fight.
Sauron would continue to spread Morgoth's teachings after his defeat, and ultimately became the new Dark Lord in the Second and Third Ages, but Morgoth himself would never return to the kingdoms of Middle Earth.
Morgoth clearly does have a motive, having a great deal of pride, desiring the power of creation that Eru Ilúvatar possessed, and becoming bitter for being the only one with it. He also wished to have power over Arda and began to destroy it when he was refused this.
Additionally, while he was in his weakened state, Galadriel could hold him off through the power of will alone. However, if Sauron had his One Ring and faced off in a battle against Galadriel, it's unlikely that there would be much she could do.
Who is the most evil Dark Lord? Morgoth. Palpatine has killed more people but the only reason for that is because he is a galactic tyrant with a lot more resources. Morgoth's intentions are more evil because he doesn't want to rule the world but to destroy it out of spite.
Tom Bombadil's strength lies not in physical prowess but in his unwavering goodness and connection to nature. He is a creature of immense antiquity, predating even the likes of Sauron. His power is unobtrusive, but it distinguishes Tolkien's understanding of strength versus might.
Morgoth didn't create inanimate objects like rings of power, but he was the one that originally filled Middle-earth with evil. Using his power, Morgoth corrupted a group of Maia and turned them into demonic Balrogs. He also created Orcs by perverting Elves, and he made Trolls by tainting Ents.
Ultimately, the only being more powerful than Morgoth in his prime was Eru Ilúvatar. Only the combined effort of the Valar could stop Morgoth, and only after countless battles. Sauron might have bested his mentor under certain circumstances, but Morgoth is the greater Dark Lord by every metric.
In this case, Morgoth was more cunning, as his rule and terror lasted for an unfathomable amount of time, and his corruption spread further than Sauron could ever muster. It could be argued, however, that in an emotional and perhaps political sense, Sauron was once superior to Morgoth.
It was believed by the Eldar that before Oromë first discovered Cuiviénen, Morgoth had kidnapped some of the Avari and cruelly deformed them, twisting them into the first Orcs.
Morgoth's end came in the War of Wrath. The half-elf Eärendil (Elrond's father) led the Valar in the War of Wrath. During this battle, they seized Morgoth and chained him up in Angband. The Valar ejected Morgoth into the Void, an empty place where time did not exist.
For that matter, the Valar didn't have the authority to remove another Ainur's power. If they had had that authority, they would have stripped Morgoth of his power, rather than going to war with him so many times.
