Dawson ended up being correct about Torres and Chakotay never developing a romance; B'Elanna eventually entered into a relationship with Tom Paris (Robert Duncan McNeill) while Chakotay ended Voyager's run in the arms of Seven of Nine (Jeri Ryan).
She was posted to engineering and quickly promoted to Chief Engineer, where she played a major role in the rest of the series. She had an ongoing relationship with Tom Paris, whom she married in the final season.
By the time of the series finale, "Endgame", The Doctor had managed to remove the implant, allowing Seven to pursue a relationship with Chakotay. The alternative future seen at the start of the episode showed that Seven and Chakotay were eventually married, but she died while Voyager was still travelling home.

In the non-canon Trek novels, Chakotay promptly ends his relationship with Seven shortly after returning to the Alpha Quadrant and he takes command of Voyager after Janeway is promoted to Admiral. Chakotay and Janeway do consummate their relationship, but just before Janeway's untimely death.

Does 7 of 9 marry Chakotay?
The two were planning their fourth date in the series finale (“Endgame”) and future Admiral Janeway revealed they did get married in what became an alternate timeline. In that future, Seven was killed on a mission in 2381 and Chakotay died in 2394.
A Chakotay cameo would, therefore, have distracted from the overall story of Admiral Jean-Luc Picard (Patrick Stewart) confronting the trauma of his past. Chakotay being at the head of a fascist government also doesn't fit with his character, as he was a member of the Maquis, which fought against Cardassian oppression.
Kate Mulgrew is the main reason Janeway and Chakotay never happened. While it may seem like Voyager's creative team dropped the ball, it was a request from Kate Mulgrew that stopped the Janeway/Chakotay romance in its tracks.
Chakotay defected from the Maquis. He made a great, great sacrifice personal sacrifice for which Janeway could never really completely thank him enough. It's a friendship of great depths, almost expressively deep. Romantically, they never came together.
We haven't seen Chakotay yet in the series outside of two appearances as a hologram, but we can only hope she finds him, and soon. Janeway and Chakotay's relationship was key to both characters throughout all seven seasons of Star Trek: Voyager.
However, that didn't sit well with Beltran (as noted in his tweet), and he turned down the role. Matalas told TrekMovie.com that he thought it was a "cool idea" because of Seven and Chakotay's relationship history on Voyager, but "we didn't go too far with it" because of Beltran.
The reasons that Matalas was unable to include Janeway came down to budgetary constraints and not wanting to step on Star Trek: Prodigy's toes, but despite not appearing, Janeway was almost an honorary character in Star Trek: Picard season 3.

The ship encounters a colony of Talaxians, the last of his species that he is likely to see as the ship travels further from his home, and he chooses to stay with them. The character returns for a cameo in the series finale, "Endgame".

After the Doctor removed the affected implants on her, she was free to become involved with the real Chakotay and the two finally began dating.
He was mentioned once by Deana Troi (who did appear, but never met Janeway) in the episode “Pathfinder”. The only time Picard and Janeway talk onscreen is in Star Trek: Nemesis when Janeway, having been promoted to vice admiral, gives him his assignment.
