The body suit and goggles are adapted straight from the comics. The difference is that in the comics, she has a “mask” that leaves her face uncovered except for the goggles, so her cowl is really just to cover the back and sides of her head, and to sport the ears on top.
Selina Kyle began wearing a leather catsuit with a matching mask and stylized cats-eye goggles, which she still wears in current comics. Although, this costume has been modified a few times over the years to simplify it.
Between 1947 and 1986, she usually wore a purple dress and green cape. In the late 60s and early 70s, however, she used different form-fitting bodysuits, possibly inspired by the Catwoman's suit in the Batman tv-show.
At the same time, this character was meant to be different from other Batman villains like the Joker in that she was never a killer or evil. As for using cat imagery with the character, Kane stated that he and Finger saw cats as "kind of the antithesis of bats".
Because you can see everything – and the latex makes it look very fluid, and Michelle just has a beautiful, fluid way of working – she's very athletic, so she gave it a modern look.

What did Black Mask do to Catwoman's sister?
After destroying Catwoman's youth center, Black Mask kidnaps her sister and brother-in-law, the latter of whom he tortures to death with power tools, before forcing the former to eat pieces of her husband's corpse, including his eyeballs.
Her catlike appearance has led media outlets to nickname her "Catwoman", "The Lion Queen", and "The Bride of Wildenstein". She denies having excessive plastic surgery, citing her Swiss heritage, but admitted to a multi-million dollar surgery to make her eyes more cat-like which she did with her husband.
Selina Kyle/Catwoman is often depicted as bisexual in the comics, but the character's LGBTQ sexuality has never crossed over onto the big screen in iterations of the character played by Eartha Kitt, Michelle Pfeiffer, Halle Berry and Anne Hathaway.
Casting directors surely faced a dilemma when it came to who would play Catwoman in Batman Returns. Since her origin story provided in 'Her Sister's Keeper', Catwoman was presumably a mixture of Latino and white, but the last visual representation of Catwoman on the small screen was Black.

But Wildenstein is also famous for other reasons. For one — and perhaps the most obvious to those unacquainted with Wildenstein's personal life — there is her face, which has undergone so many plastic surgeries that it's taken on a kind of feline quality, leading Wildenstein to be derided "Catwoman" in certain circles.
The character of Catwoman is affiliated with keeping many pet cats, many of which assist her in her life of crime. In modern continuities she identifies with cats due to having identified with them while growing up alone in the harsh streets of Gotham.
During her heist, law enforcement on the scene try to stop Catwoman using catnip. While this may be effective for normal cats, Selina is far from normal. The only one who knows what works effectively is Batman, who reveals the feline fatale's weakness are laser pointers and boxes.
Catwoman has been regarded as an anti-hero because of her checkered past. Her thieving was first originated through self-interest and not through the idea of accosting others their goods, per cracking the safe to recover her jewelry once kept from her by her abusive partner.
As Bob Kane, the character's co-creator (along with Bill Finger) wrote in his 1989 autobiography, Batman & Me, "We knew we needed a female nemesis to give the strip sex appeal," adding, "cats are cool, detached, unreliable [...] cats are hard to understand, they are erratic, as women are."
