A common interpretation of this phrase is that it refers to where the souls of IT's victims go after they die, as they wouldn't go to heaven nor hell, staying instead in the “deadlights”, which would be a sort of limbo, thus “floating” in that middle point for eternity.

Near the end of the IT movie you can see Pennywise's previous victims piled up and floating above his lair under the sewers. He says “you'll float too” because when he captures the kids and feeds on them they'll end up like his victims, floating above his lair like a balloon.

Pennywise targets children instead of adults because they are easier to scare and manipulate. Their fears are often simpler, more direct, and easier for Pennywise to exploit.
It describes that it prefers to kill and devour children, not by nature, rather because children's fears are easier to interpret in a physical form and thus children are easier to fill with terror, which It says is akin to marinating the meat.
In the novel, It's origins are nebulous. He took the form of a clown most frequently, Mr. Bob Gray or Pennywise, but his true form is an ancient eldritch entity from another universe who landed in the town that would become Derry by way of an asteroid and first awoke in 1715.
In both the book and the films, It is an ancient alien creature, older than civilization, and in King's novel, older than our universe. It feasts on the flesh of humans simply because our fears are easy to manifest and they make us taste better.
The novel explains that IT landed on Earth during an asteroid impact and established itself under the land Derry would be later built on, and initially preyed on indigenous tribes. From that point of view, IT/Pennywise would be billions of years old, but his clown shape wouldn't be that old.

Why does Pennywise say he thrusts his fist against the post?
In the movie, Bill absently tries to recite this phrase—“he thrusts his fists against the posts, and still insists he sees the ghosts”—in order to rid himself of his stutter. He never makes it all the way through, but those who have read the book know that the phrase will play a key role in his ultimate defeat of It.
IT can also be awakened by an act of violence on top of Pennywise's 27-30 year cycle. The 1986 Stephen King's IT novel begins with a boy named Dorcey Corcoran being beaten to death by his stepfather, Richard Macklin, in 1957, which awakens Pennywise.
