Jar Jar Binks gave a passionate speech to the Galactic Senate and persuaded them to vote in favour of giving the Chancellor emergency powers. That gave Palpatine the power to overthrow the Senate and almost wipe out every living Jedi with one move.
As a result of the Invasion of Naboo, a crisis orchestrated by Sidious, the Senate elected Palpatine as Supreme Chancellor. The Separatist Crisis and the Clone Wars were masterminded by Sidious and his new apprentice, Darth Tyranus, in an effort to achieve galactic dominance.
Jar Jar took the initiative and proposed the motion granting emergency powers to Supreme Chancellor Palpatine -- a move that would have profound impact on the Galactic Republic.

Is Jar Jar Binks a Sith theory?
The most agreed upon theory, started by Reddit user Lumparoo in 2016, is that Jar-Jar is a powerful Force-user conspiring with Darth Sidious. In addition to this, some believe he either trained, or was supposed to become Supreme Leader Snoke, or that he is a reincarnation of Darth Plagueis.

Basically, planets in Star Wars that held a minority population like the Gungans on Naboo had a junior representative in the Senate. This was to allow them representation in the Republic, as otherwise the humans of Naboo would dominate the election and no Gungan would ever reach the senate.
Speaking for Legends, the best Sith Lord to rival Palpatine is Darth Vitiate, also known as Valkorian and “the Sith Emperor”. He consumed all Force energy and all living things on Nathema and Ziost, turning them into Forceless and lifeless voids.
Legend had it that Yoda—a Jedi who became Grand Master—was trained by N'Kata Del Gormo. A Force-sensitive Hysalrian, N'Kata Del Gormo was trained in the ways of the Force and achieved the rank of Master within the Jedi Order.

Why would Rey become a Sith if she killed Palpatine?
And this is somewhat aluded in The Rise of Skywalker. Palpatine is confronted by Rey, and tells her to strike him, that when she does they'll become one, or something to that effect. Rey will absord his spirit and they'll become the one ultimate Sith.
Padme's death fuels his rage, and his rage dictates his actions. It is only when he saw Luke, when he lost his anger for a second and felt his love for his son.
Years after his death, during her duel with Jacen Solo, Lumiya alluded to Palpatine, saying he was a "psychopath consumed by power.". Palpatine's manipulative behaviour cannot be exaggerated as he manipulated the entire galaxy into doing his bidding.
Moreover, throughout the duel, Yoda continually adapts to and even matches Palpatine - forcing his enemy to constantly attempt new tactics. Palpatine clearly hated Master Yoda with a fierce passion, but he was under no illusions that the Grand Master would be easy to defeat.
Although it's not fully clear where the Darth moniker originated, Darth Andeddu is thought to be the first character to use the title in-universe. Having originated in Legends, Andeddu was mentioned in the new canon in the comic Star Wars Adventures: Return to Vader's Castle 2, which referenced "Andeddu's flames".
Of course, Star Wars: The Last Jedi put an end to that theory when Kylo Ren betrayed and killed his master, while Star Wars: The Rise of Skywalker revealed that Snoke was created by Palpatine. Supreme Leader Snoke was indeed a new character and most certainly didn't have any ties to Jar Jar Binks.
