Jerome is resurrected by a cult of followers in Season 3, and once again escapes incarceration and gathers a team of supervillains to spread chaos in Gotham City in Season 4. Before falling to his death, Jerome warns Gordon that others would follow in his footsteps.
However it came to be revealed that Jerome had indeed been revived as he was forced to wear bandages around his head before learning that the leader of the cult which stole his face was using it as a mask. Jerome would kill the cult-leader to get his face back and later have it grafted back on.
Dwight was also the leader of Jerome Valeska's cult. After Pollard and his follower Gus decided the time has come to resurrect Jerome, they led the cult of Jerome to the warehouse in order to recover Valeska's corpse.
Jeremiah Valeska is a major antagonist in the television series, Gotham. He is the twin brother of the terrorist cult leader, Jerome Valeska, as well as being the arch-nemesis of Bruce Wayne. Jeremiah is the show's equivalent to the Joker, taking over from Jerome, although both of them never took on the Joker alias.
"Pure green was off-limits to us, as well as the name 'Joker', a decision from high-up as they wanted to reserve these for films. A decision which ultimately I respect. "They did not want to dilute the very lucrative brand. It allowed for creativity on our end."
Jerome realized that that might happen so he sent Jeremiah his insanity gas turning Jeremiah's skin white and making him a psychopath. Jeremiah then tries to convince his friend Bruce Wayne to help him destroy Gotham City.
However Theo betrays Jerome and stabs him in the throat. Jerome bleeds to death and dies, but no before forming a smile on his face. Despite his death, Jerome leaves a legacy of fear and chaos in Gotham City, and several people are shown to imitate his maniacal laughter.
Bruce Wayne, alternately known by the vigilante persona Batman, is a fictional character appearing in the Fox series Gotham, based on the character of the same name who is the secret identity of DC Comics superhero Batman, created by Bill Finger and Bob Kane, and developed for television by Bruno Heller.
In Gotham, Bruce Wayne was 12 when his parents were shot. In season four, he was presented with the keys to the car by Alfred for his birthday. He's now 16.
He's two people: the Valeska twins, Jerome and Jeremiah! The producers were prohibited from using Joker in the show, as the higher-ups at Warner Brothers wanted the Clown Prince Of Crime to be solely reserved for film appearances.
Jerome is revealed to be 18-years old in season 2, and chronologically can be assumed to be 23-years old in season 4 based on the age difference between the twins and Bruce Wayne. If the letters in his first and last name are switched around, Jerome Valeska can spell out Joker.
All this TLDR is to say, regardless of what Arthur thought for awhile in the JOKER movie, Joker does not have any known siblings or any other relatives. Even the character, Joker's Daughter/Harlequin, from the comics is not actually Joker's daughter but rather Two-Face's daughter.
Monaghan's performance made the character a memorable villain, but Gotham only used Jerome sporadically throughout the first three seasons. After being absent for the first half of the fourth season, Jerome made a triumphant comeback in Gotham season 4 episode 11 “Queen Takes Knight.”
Despite resembling The Joker, Jerome Valeska was meant to be his own character. Fox couldn't legally use Joker so they had to make a character closer to him which was Jerome.
However, when Jerome corners Kane with the latter holding Louie at gun point, the two shoot at each other and fall to the ground. A bleeding Jerome then lies on the floor as Louie cries for him to get up. His death is shown onscreen.
With his mouth sliced into a permanent smile and dark shadows scarred around his eyes, it seems that Gotham is making its most overt reference suggesting that Jerome is the Joker to date — at this point, knowing that he's only returning for a three-episode arc seems puzzling, because he's so clearly meant to suggest a ...
Valeska became sociopathic, eventually murdered his mother, and then tried to hide the fact. When he was caught by the GCPD, because he was of age, he was tried as an adult and sent to Arkham Asylum, a local institute for the criminally insane.
Jeremiah Valeska is one of the largest threats to face Gotham City. He is also the more obsessive and narcissistic identical twin brother of the nihilistic cult leader Jerome Valeska.
Jeremiah fears he will die there of hunger during the prolonged siege of the city by the Babylonians. Jeremiah is saved from this fate by the heroic intervention of the royal servant Ebed-Melech, who goes to the king to plead for his release.
Going into Gotham's fifth, and final, season, all signs pointed to Jeremiah Valeska becoming the one true version of Batman's arch-nemesis. However, with this week's episode, "Ruin," the Fox drama once again threw the audience a curve in the Valeska saga: Jeremiah was stabbed to death by Selina Kyle.
